Executive summary

Total volume growth slows down while total value growth increases strongly

The total volume growth of alcoholic drinks in 2008 was slightly more modest than in 2007 due mainly to a slowdown in both retail and foodservice volume growth, owing to the government’s policy of closing outlets in both the retail and foodservice channels. Between 2005 and 2008 the Government of Algeria chose to close down approximately 78 bars and 2,000 retail outlets. On the other hand the total value growth of alcoholic drinks was much stronger in 2008, owing to large price increases, which were introduced as part of the government’s policy to appease Islamic authorities within local government, which seek to abolish consumption of alcohol in the country. High import taxation, particularly in relation to products in spirits, also led to price increases in alcoholic drinks in 2008.

Contraband volume sales increase

Contraband volume sales of alcoholic drinks increased in 2008 as a direct result of the continued governmental policy of closing both retail and foodservice outlets. As a result of this policy volume demand for contraband products thrived owing to the very high level of profit that can be made from the sale of such products. In 2008, media reported that approximately 30% of products sold in alcoholic drinks were contraband products.

Heineken NV acquires Tango Sarl in 2008

In 2008 Heineken NV acquired Tango Sarl and as a result of this acquisition Heineken NV is expected to become the leading player in beer in Algeria. Domestic production of Heineken and Amstel commenced in June 2008 but it is expected that production of non-alcoholic beer, which was a major type of export for Tango Sarl before the acquisition, will not continue, as Heineken NV seeks to establish itself more strongly inside Algeria.

Distribution channels for alcoholic drinks remain limited in 2008

Food/drink/tobacco specialists continued to account completely for the retail distribution of alcoholic drinks in Algeria in 2008. As 99% of the Algerian population is Muslim and as Islam prohibits the consumption of alcohol, the retail distribution of alcoholic drinks is restricted to specialists in an attempt to curtail the visibility and availability of such products.

Alcoholic drinks will continue to see small growth

The total volume and total constant value growth of alcoholic drinks over the forecast period is expected to be relatively strong, however the availability of products in alcoholic drinks in Algeria is expected to continue to be hindered to some extent by Islamic prohibition of alcohol consumption, which is expected to prompt many Algerians to hide the fact that they consume alcohol. The non-closure of both retail and foodservice outlets will be dependent on the “goodwill” of local government leaders who will continue to close outlets at their will as they submit to pressure from the Islamic authorities. Further price increases and strong price sensitivity among consumers may also deter some consumers from consuming alcoholic drinks.
