Ongoing Strong Performance Overall
Retailers in Belarus during January-March 2008 experienced dynamic sales of alcoholic drinks. The volume of alcoholic drinks strengthened, and its percentage stake in total retail volume in the country increased from the previous year. The largest share in alcoholic drinks (in pure alcohol) was occupied by vodka and non-grape wine. The sales of beer for the first quarter of 2008 compared to the first quarter of 2007 increased enthusiastically, whilst grape wine sales increased moderately.
Control of the State Will Intensify on Imports
In Belarus, the import scheme is set to change. According to a participant in alcoholic drinks, a special tender will award contracts to companies that will import alcohol ‘implementing the exclusive right of the state’. Bidding will be announced by a special commission. Imports will be monitored by a special importer, probably the Presidential Administrative Department. The effort to set up a central agency to manage alcohol imports to Belarus is intended to make liquor supply channels transparent. The move was originally inspired by the Tax Ministry and the Ministry of Commerce of Belarus. These departments developed new rules and procedures for alcohol importation.
Increasing Competition in Alcoholic Drinks
Increased competition was revealed in alcoholic drinks in 2008. Only strong players managed to gain share and the number of players in 2007 decreased. The right to import alcoholic drinks to Belarus in 2008 was given to 15 companies, compared to 34 in 2007 and 38 companies in 2006. Local manufacturers dominated because the government closely controlled the production, sales, import and export of alcoholic drinks. Domestic players offered high quality and low prices that supported their continued popularity.
Increased competition was observed mainly in wine. Since the government was in the middle of its alcohol production development programme for 2005-2010, the number of grape producers increased dramatically. Canned food producers, beer producers, spirits’ producers and even non-alcoholic drinks’ producers began to produce wine, mostly natural grape wine. Grape wine had the most favourable conditions, with high production quotas and low import taxes on raw materials.
Supermarkets/hypermarkets on the Increase
Distribution of alcoholic drinks improved in 2008. A prime factor was the increased role of supermarkets/hypermarkets, larger retail outlets and specialist retailers that held an improved selection and sold to consumers in a personal and professional manner. Independent small grocers maintained its popularity because of a huge shortage of modern supermarkets/hypermarkets in Belarus. However, its share declined marginally in terms of retail volume sales of alcoholic drinks in 2008.
Ongoing Growth Forecast
Alcoholic drinks is expected to experience steady growth during the forecast period. Beer is expected to perform well, benefiting from additional investments by local and foreign companies. The growth of non-grape wine consumption will be constrained by the government. Grape wine production and consumption will increase, being supported by a government programme of increasing grape wine production in Belarus. Vodka is expected to show stable, but moderate, growth over the forecast period.
