Executive summary
Financial card transactions grow
The financial cards market continued its growing trend in 2008. Although the financial crisis affected the market’s performance in the second quarter of the year, financial institutions and banks managed to continue issuing cards, especially to existing cardholders and also to new low-income consumers. The number of card transactions overall continued to grow at higher rates than the number of cards issued and the value of the transactions as it had been since 2006; card acceptance in small retail outlets and convenience stores has supported this growth. There is still much room for growth in the number of transactions since card payment usage is in an emerging stage.
Regulations boost consumers’ awareness of cost of credit
Mexican cardholders have a more transparent picture of the costs involved in holding and using financial cards. Regulations include the publication of CAT (Costo Anual Total, the total annual cost), wherein banks are required to state their interest rates, commissions and other charges, whereas in previous years such things were not known for most of the population and the banks imposed unrestricted charges and commissions. The regulations have improved the competitive scene in Mexico with a more informed population. Banks are reacting positively to these regulations and those that offer low-cost cards have improved their competitive position in this new information environment.
Unbanked population remains unattended by credit card issuers
Even though the establishment of new banks has increased the penetration of financial cards to the low-income, unbanked population, a large portion of these people still has no access to credit cards. Banks are focusing their efforts on the population segment that is already holding a financial card because “Buro de Credito” offers a precise credit report on a consumer’s credit performance and paying capacity. The existence of a credit record is the key factor considered by banks to issue new cards; consumers with no previous credit card record are required to make a guarantee deposit in order to obtain a credit card.
Main players hold their places in the market
Visa and MasterCard remain as the main operators of financial cards in Mexico and both have made alliances with issuer banks in specific products. American Express’s smaller presence is concentrated in the high-income population segment. Banamex, Banorte, BBVA and Santander are the leading banks in terms of cards in circulation; Banamex and BBVA are considered to be traditional banks, while Santander and Banorte are regarded as new and innovative banks. The emergence of new banks has eroded the share of these four banks slightly.
Macroeconomic performance affects growth prospects
The global macroeconomic conditions affected the growth potential of the financial cards market in all the categories. The credit card category was hit by the increase in the interest rate, which has made credit more expensive. The predicted smaller growth in GDP has a direct impact on the consumers’ disposable incomes and in turn on their purchasing power. The performance of payroll cards is also expected to decline since the employment rates are expected to fall. The recovery of the Mexican economy is expected to occur in the last quarter of 2009, but the market is not expected to see the dynamism and strength of previous years, especially because of high interest rates, high rate of non-performing loan and relatively low GDP growth rates.
