Executive summary

Strong growth driven by banks

There was strong growth in the number of financial cards in circulation during the review period, with both banks and the government keen to encourage a shift from cash to card payments. Growth was boosted by increased merchant acceptance of a range of financial cards and by the growing presence of ATMs across the country, in both urban and rural areas. In addition, growth was supported by the entry of new types of financial cards, with general purpose pre-paid cards entering in 2005.

Growing interest in credit cards boosted by lower interest rates

Credit cards saw the strongest growth in card volume in 2008 over the previous year. Increasing competition in this area resulted in more affordable interest rates being introduced. In addition, strong marketing, often featuring Portuguese celebrities, attracted many consumers. Consumers became increasingly comfortable with the idea of consumer credit and began to use credit cards for more everyday purchases.

Average transaction price declines due to more everyday usage

Most financial cards saw a marked decline in average transaction price in 2008 over the previous year. Consumers became increasingly comfortable in using financial cards for everyday shopping, travel and consumer foodservice expenses, rather than reserving their cards for larger purchases. In addition, the growing popularity of internet retailing resulted in many using credit cards and general purpose pre-paid cards for smaller purchases online. Debit cards however already saw reasonable levels of everyday usage throughout the review period and saw current value unit price increase in 2008 over the previous year due to inflation and rising consumer prices.

Leading domestic banks remain strong in financial cards

Financial cards continued to be led by the leading domestic banks, with Millenium BCP, Caixa Geral de Depositos and Banco Espirito Santo together accounting for the vast majority of cards issued. Portuguese banking continues to be characterised by the strong lead of these banks, with most Portuguese consumers remaining highly loyal to these longstanding financial institutions. With most consumers opting to acquire cards from their main bank, rather than shopping around for the most advantageous rates, this ensured the continued dominance of the leading banks.

Slower growth due to maturity

Card volume is expected to see considerably slower growth overall for forecast period during the forecast period in comparison with that seen during the review period. This will be primarily due to the high household penetration of debit cards towards the end of the review period. However, growth for credit cards, charge cards, general purpose pre-paid cards, "other” pre-paid cards and store cards is expected to remain strong during the forecast period. These cards will grow from a much lower level and will benefit from increased investment in promotion by banks eager to counterbalance the maturity of debit cards and ensure ongoing growth.
