Executive summary

Growth in financial cards slows in 2007

In spite of the large oil revenues enabling the government’s high public expenditure, which characterised the economy and sustained growth during the review period, the financial cards industry registered slowing growth in 2008. This stemmed from high inflation levels and increased interest rates for credit cards, and deterred consumers from taking on too much credit.

Pre-paid food cards and store cards record the best performances in 2008

The most immature sectors - pre-paid employee reward cards (popularly known as food cards) and store cards – recorded the strongest growth in financial cards in 2008. Much of this stemmed from rising levels of competence among players in the social benefits transfer business. Also responsible was the expansion in the number of outlets of the main chained retailers Sambil and Locatel, which are the main players with their corresponding store cards issued by Banesco. Banesco was the main issuer bank in the Venezuelan financial cards market in 2008 offering a variety of products across different sectors.

Ban on general purpose pre-paid cards for international expenditure

The nascent general purpose pre-paid cards sector, which achieved significant growth over the review period, suffered a strong contraction in 2008. These products, colloquially known as “Cadivi’s pre-paid cards”, (after the shortened name of the Commission of Foreign Exchange Administration in Spanish, which gave birth to the market in 2004) were banned by the government after increased illegal exchange and misuse. Prior to the ban, these general purpose pre-paid cards had mainly been used for international travel and internet purchases abroad, especially among middle to low-income earners as well as the unbanked population. The ban was put in place in January 2008.

Visa records the highest growth in a market dominated by MasterCard

Visa recorded the highest growth in the Venezuelan financial cards market, traditionally dominated by MasterCard over the review period. Visa’s shares improved through its entry into pre-paid cards, as well as via its dominance in the highest value sector of credit cards and niche position in debit cards, which service a relatively small group of wealthy consumers. Nonetheless, MasterCard maintained its outright leading position, due to its presence in debit cards, pre-paid cards and credit cards used by every socio-economic group.

General purpose pre-paid cards forecast to achieve the strongest growth

General purpose pre-paid cards is expected to achieve the highest growth over the 2008-2013 forecast period based on its expansion potential from a low base as well as its ability to attract customers from the large population who still do not have a bank account. This sector is currently led by NovoPayment. It offers low-income earners, heavily dependent on cash, access to the most state-of the-art technology in financial cards (POS, ATM, on-line transactions and SMS transfers or mobile payments), through branded payment cards. These cards are similar in function to debit cards, but can be obtained without the requirement of an underlying bank account.
