Executive summary
Consumer confidence plummets in the Netherlands
Lacklustre economic growth, with growth estimates recently revised downwards, and rising inflation have caused consumer confidence to plummet since September 2007 in the Netherlands, with the largest declines being seen for many years. In particular, rising food and fuel prices, as well as healthcare costs are putting pressure on household budgets, causing many households to cut back spending on unnecessary items where they can. This is also leading to growing incidences of over-indebtedness, leading to a rise in the use of credit, which has led to strong rises in card payment transactions over the 2006- 2008 period.
Use of credit cards for short-term credit expanding
Whilst debit cards are the most common form of financial card payment in the Netherlands, the use of credit cards is increasing. Dutch consumers have traditionally been wary of credit cards. In fact, there is no distinction seen between charge and credit cards in the Netherlands with both being referred to by the industry and consumers as credit cards. In essence consumers however prefer to use mostly the charge cards option, which are seen as deferred debit cards. Nonetheless, the acceptance of credit cards has been expanding from the small base thanks to more widespread acceptance and to the appearance of a number of co-branded credit cards on the market since 2007. In addition, more consumers are using credit cards as alternatives to short-term personal loans, and switching from charge cards to credit cards option.
Debit cards dominate and are growing in importance
However, debit cards are the preferred form of financial card for everyday purchases and their use continues to expand in the Netherlands. This has been helped by campaigns in 2007 and in 2008 by the card operator Currence in conjunction with merchants to encourage consumers to pay for even small purchases with debit cards rather than with cash. Although the use of debit cards is set to continue to grow, there is some doubt over the continued monopoly of Currence as the Dutch debit operator owing to the proprietary PIN debit system in the Netherlands, which may be scrapped to make way for the EMV standard. This will allow Visa and MasterCard to enter the market.
Competitive environment consolidating
The major banks in the Netherlands are consolidating their positions, helped by the takeover of ABN AMRO’s domestic banking operations by Fortis in 2008. This means that there are now three main banks offering private banking services in the Dutch market – Rabobank NV, ING Groep NV and ABN AMRO-Fortis, which will limit consumer choice further. In 2009, the formerly separate arms of ING Groep NV – ING Bank and ING Postbank - are being merged into one entity. However, it may come under pressure if Visa and MasterCard are able to enter the debit market in the Netherlands when the EMV standard becomes a reality.
Boost for pre-paid cards expected in 2009
The pre-paid card Chipknip has been expanding in the Dutch market and enjoying good levels of growth that are well above average for financial cards and this will continue in the future. However, this card is generally only used for small transactions, mainly at canteens, vending machines and for parking, meaning that the value of transactions is low. It could come under pressure from debit cards and m-commerce applications in the future. However, pre-paid cards should receive a boost when the OV transport card is rolled out nationwide in 2009 for payments across all forms of pubic transport. This is likely to prove popular both for the convenience offered and for the fact that the card offers discounts on travel. Its introduction will also provide a further boost for Chipknip operator Currence.
