Counterfeit trade and the black market inhibit sales in 2008
A burgeoning counterfeit trade continues to riddle the market for cosmetics and toiletries in Algeria as fake copies of multinational brands inundate the market and consumers grow increasingly sceptical of the authenticity of brands. Those who unknowingly buy counterfeit products are often disappointed and have no recourse with the seller, as there is no point of contact between buyer and seller after purchase. Those who buy these products knowingly, because they cannot afford premium brands but who would like to be seen doing so, in turn, fuel the counterfeit trade. The black market also poses a problem to legitimate cosmetics and toiletries sales as young men known as trabendistes (illegal importers) sell suitcases full of undeclared goods that have not gone through customs. While the government professes to be working hard to stop such activities, illegal trade continues to flourish, in part fuelled by local demand from consumers with limited purchasing power.
Multinationals lead in value terms despite the presence of local brands
Multinationals such as L’Oréal, Procter & Gamble and Beiersdorf continue to characterise sales in Algeria because of the high visibility of their brands, which include Nivea, Garnier, Dop and Pantene. While local brands such as Venus and Simbel are increasingly available at most retail outlets, they are unable to compete with the multinationals, whose products are much more expensive. Local companies are expanding their product portfolios in an effort to provide Algerians who cannot afford international brands with suitable alternatives and to convert consumers who have had bad experiences of counterfeit products.
Tenuous national security and economic policy inhibit foreign investment
New rules governing foreign investment that limit foreign ownership of companies in Algeria to 49% have slowed investment growth, just as economic conditions in the country were beginning to stabilise. While there were no security incidents in 2008 of the same magnitude as those that took place at the end of 2007, security in the country remains tenuous and discourages companies from setting up in Algeria. As a result, most multinational cosmetics and toiletries brands available in Algeria are imported and therefore more expensive than those that are produced in-country.
Modern retail formats take off
Modern supermarkets and, to a lesser extent, hypermarkets, are beginning to make more of an impact on the Algerian retail scene. To date, modern retail formats are few and far between, with the majority based in the capital city, Algiers, with some situated in other large cities around the country. Carrefour’s entry into the Algerian market in 2006 generated much excitement and it is likely that other foreign competitors - particularly French retail operators - will attempt to break into the Algerian market. Local player Groupe Blanky is the leading force in the country at present with its supermarket and superette formats under the Promy and Promy Plus fascias. Despite the increased presence of such retail outlets, most Algerians do not shop in supermarkets and favour neighbourhood stores or family shops.
Moderate growth is expected over the forecast period
Cosmetics and toiletries experienced healthy growth in 2008 due to increased awareness on the part of the consumer and an increasing number of women in the workforce. Growth over the forecast period however is likely to be slower than that achieved in the previous five years due partly to the problem of counterfeiting as well as the likelihood that black market sales - which are not covered in this study - will not decrease. Furthermore, if demand for local products increases, value sales will not rise as much as they would through increased sales of imported products that are more expensive.
