Executive summary
Increasing demand for higher quality despite economic downturn
Rising living standards and disposable incomes have resulted in increasing demand amongst Bolivian consumers for more sophisticated and specific disposable paper products, especially among medium and higher income consumers. This trend is highlighted by the introduction of Kleenex Neutro and Elegance toilet paper brands in 2008 and the success of Huggies Natural Care Pooh Selection Diapers in 2007. Such has been the increase in the demand for quality that the introduction of lower priced ‘value’ brands by leading players such as Kimberly have performed less well than expected.
Paper prices increase by 15-25%
Disposable paper products prices increased significantly during 2008, mainly as a result of increased raw material costs and increasing demand for paper products in Asia. The vast majority of paper in Bolivia is imported, with Fapelsa, which produces 1,500 tons of recycled paper per year, being the only domestic paper producer in the country. COPELME, the largest Bolivian manufacturer of toilet paper, sanitary protection, and paper tableware, could lose ground over the coming years to stronger multinational companies which have greater ability to disperse costs. Rising prices will result in declining consumer purchasing power, especially among lower income consumer groups. Although the government has proposed a 14% salary increase throughout the country for 2009, this potential increase is significantly lower than the projected 30% rise in food prices.
Kleenex focusing on becoming leading toilet paper producer
Promotora de Eventos SA – PROESA, which distributes the ELITE toilet paper range, is being actively pursued by Kimberly Bolivia, which manufacturers the Scott and Kleenex brands. Although Kimberly remained the leading player within disposable paper products in Bolivia in 2007, the company ranked second behind PROESA within toilet paper. However, the company is hopeful that the introduction of its new Kleenex Neutro and Elegance toilet paper brands will enable it to overtake PROESA in 2009. Kimberly Bolivia succeeded in increasing its retail value share over the forecast period by investing heavily in marketing activities and strengthening its distribution network.
Decline in sales within traditional grocery stores
Traditional neighbourhood grocery stores continued to lose disposable paper products distribution retail value share to supermarkets/hypermarkets and general markets during 2008 due to the low prices offered by such outlets and the increasing popularity of purchasing DPP products in bulk.
Declining consumer confidence and disposable incomes
The Bolivian disposable paper products segment has matured significantly since 1992, when there were very few quality DPP brands available in the country. The wave of new launches witnessed over the 2006-2008 period highlights the segment’s increasing maturity and how it has become more attractive for multinational and domestic companies alike. However, current high inflation rates and the risk of political and economic instability mean that demand for DPP products is expected to decline over the forecast period. Declining consumer confidence and disposable income levels could also result in an increase in demand for lower quality products at the expense of premium products.
