Executive summary

Co-branded Financial Cards

After being strongly against the co-branded financial cards, the Groupement des Cartes Bancaires decided to authorise these cards in 2007. As a result the first co-branded cards were presented in October 2007. Telecom companies and retail chains should expect to profit from this new co-branding opportunity. Consumer surveys, however, showed that French consumers were not completely ready to use co-branded cards. As such, the companies will have to explain to the consumers how the co-branded cards can be useful.

EMV and DDA: Performance of Security Devices

Present in French financial cards since the late 1980s, the microchip has always guaranteed a high level of security. Thanks to EMV (Europay MasterCard Visa) standards, French cards will give customers a higher protection both in France and abroad. Moreover, since 2005 an additional encryption function, DDA (Dynamic Data Authentication) represents an extra level of payment security by generating a unique signature for each transaction. According to the Groupement des Cartes Bancaires, DDA represents the "third generation" of cards.

Financial Cards Target Teenagers

As teenagers receive money regularly from their family, French banks recognised the potential of this group and they enlarged their offer targeted at teenagers. Today, youngsters from 12 to 17 years of age can manage their finances with ATM cards and pre-paid debit cards usable both in France and abroad. In order to reassure the parents, the withdrawal and debit limits are defined by the parents. Pre-paid financial cards are presented as the simplest way to offer money to teenagers. Obviously teenagers represent potential future clients for French banks.

Cards Technology

After benefiting from technological advantage with smart cards, France is lagging slightly behind in contactless cards and m-commerce. As a result, French banks and financial operators continued to test these new financial cards with the aim to introduce them on the market during 2008. These cards were tested among a specific audience like students and were used for small amounts, under EUR30. Furthermore, the new cards should benefit from different technologies. In 2008, the retailer Auchan and the bank Accord plan to launch a contactless co-branded card.

Debit Cards: Increased Popularity

Debit cards are used more frequently than before and they tend to replace personal cheques. As the French are now used to paying with debit cards, the acceptance of these cards has increased. The banks and financial companies have increased the use of debit cards thanks to incentives like fidelity programmes. However, there is a lack of acceptance in the medical practice, public administration services, taxis and travelling merchants where cash and cheque are still necessary for payment.
