Executive summary

Healthy growth to continue

The number of financial cards is Hungary was still low in relation with the adult population and therefore the review period saw dynamic development in terms of both the number of cards and the value and volume of transactions. This development was expected to continue in 2007. Card issuers as well as card operators have been very active in introducing new products and services as well as marketing and advertising them, which was a main driving force behind the growing awareness and wider use of financial cards.

Increasing consumer spending stimulates growth

Since the late 1990s, Hungarians have seen healthy growth in disposable income. Consequently, consumer expenditure has significantly increased, which in turn drove the growth in the number and the value of financial card transactions. Since Hungarians were not used to using “plastic” cards, ATM transactions benefited the most. However, the review period saw a gradual shift away from ATM transactions in favour of card payments.

OTP Bank with a strong position in all sectors

The number of financial cards players is relatively high, but the market remains highly concentrated with OTP Bank dominating. In 2006, the company was the market leader in ATM and debit cards and despite its late entry (2005) was a leading company in credit and charge cards by 2006. In addition, OTP Bank was the number one acquirer.

Card fraud on the rise

Hungary is behind with migration to chip technology, which is believed to be the main reason why card fraud rose notably towards the end of the review period. As the great majority of financial cards in Hungary are still not EMV-standard, fraudsters seem to have turned their attention to this market, which largely explains the significant increase in the value lost to fraud due to stolen or lost cards and ID fraud in 2006 and 2007. In the short term this is not expected to change; the only solution to the problem is the more rapid adaptation of new technology in order to prevent a further increase in fraud.

Low penetration rates signal growth opportunity

ATM and debit cards represent the majority of cards. Credit cards and charge cards were still negligible, which indicates plenty of room for future growth. It appears that future performance of the market will be driven by the growth of credit cards.
