Executive summary

Financial cards sees dynamic growth

Over the review period financial cards in Poland saw constant dynamic growth. This was illustrated by the development of basic indicators: the number of cards in circulation, and the volume and value of transactions.

This development derived from the lower penetration level – compared to the average EU level – with regard to financial cards, positive economic transformation, consumer activity and promotional campaigns by market leaders.

ATM function is a false leader

The majority of financial cards in Poland have the ATM function. However, it should be noted that the number of cards with only this single function are gradually diminishing. The density of ATM function results from the fact that almost all debit, credit and charge cards possess this function. Thus all such transactions are included here. Nevertheless, Polish customers are steadily but surely more inclined to use financial cards for non-cash transactions.

Domination of debit cards

Debit cards account for a majority of financial cards in Poland. Although debit cards are traditionally used by Poles to withdraw cash from ATMs, growth in cashless transactions was registered over the review period. Banks originally issued debit cards to holders of personal current accounts. Therefore the number of debit cards is similar to the number of such accounts. Steady growth in personal accounts and an increase in the number of ATMs and POS terminals will help to boost growth in the number of debit cards in the forecast period. Other important factors that will contribute to the positive forecast growth rate of debit cards are the convenience of internet shopping and spending whilst travelling abroad.

Credit cards booming in the market

Credit cards registered high growth in terms of number of cards in circulation over the review period. This mainly resulted from the heavy demand for consumer credit from Polish inhabitants. Some impetus to growth was afforded by extremely intensive promotional activity by the banks. Most of these institutions simultaneously lowered their expectations with regards to the income level of their individual applicants. This resulted in credit cards becoming much more affordable to the larger number of less wealthy customers.

Visa is leading operator and PKO BP is main Polish issuer

The Polish financial cards market has two dominating operators – Visa International Service Association and MasterCard Europe. Visa is the market leader in number of financial cards in circulation. The other operators (Diners Club, American Express and Polcard) play a smaller role in the Polish market. The biggest Polish retail bank, PKO Bank Polski SA, also owns the largest number of issued cards in total. This results from the fact that it has the biggest number of individual accounts, which has a significant influence on the number of issued cards. The bank is very popular because it owns the biggest number of ATMs, which is crucial to its promotional campaign.

Smart cards – delayed but very offensive

The common exchange of cards with coded magnetic strips for chip cards was planned to commence in Poland at the beginning of the 21st century. However, banks were not totally willing to participate due to the high cost of such an operation and the low number of POS terminals that accept chip cards. Additionally, the low level of fraud did not encourage banks to proceed with this project until 2004. In 2005 the cards migration process became more dynamic, resulting in a growing number of chip cards in circulation. Consequently, Polish banks started to fully exchange cards with magnetic strips for chip cards. This process is expected to be very dynamic in the forecast period. In 2011 the vast majority of cash cards in Poland will contain chips.
