Executive summary

Portuguese Banking near Saturation

Portuguese banks are constantly striving to offset the problem of the country’s ageing population. They employ aggressive marketing tactics to attract new customers, compete with the terms of loan conditions, financial cards, commission and other services. Consumers are encouraged to try out new banks. Young consumers, who are just out of university, are a prime target group for banks.

Debit Cards Overtake Cash

Debit cards became the main form of payment in Portugal in value terms, overtaking cash. They have reached saturation point in terms of the number of customers, but there is still room for growth through penetration as the number of merchants accepting these cards continues to rise. One reason for the popularity of the cards is that most debit transactions at Multibanco terminals are free of charge for the cardholder.

BPN’s NetPay puts Squeeze on REDUNICRE

Netpay, the electronic payment network of the Banco Portugês de Negócios (BPN), entered the market in 2006 and competed with REDUNICRE which had previously been the leading player. Merchants are hoping for better terms regarding commission and other conditions with this new competition. Netpay, which works with Visa and MasterCard, claims to have installed over 14,000 POS electronic terminals in its first year of operation.

Multibanco ATM Network is Compatible with EMV

Portugal is alongside the United Kingdom and France in making ATMs compatible with EMV technology. The Multibanco ATM network is now totally compatible with the EMV protocol and the use of chip cards. SIBS – Sociedade Interbancária de Serviços SA is in charge of the changeover to EMV technology (invented by Europay, MasterCard and Visa), including the migration of all debit and credit payment cards and the installation of the necessary infrastructure. This process of change to EMV, will be implemented from January 2008, and is part of the preparations for the Single European Payments Area (SEPA).

Gemal to Make New “Citizen Card”

The “citizen card”, which has multiple security features, is to be the official ID document for Portuguese citizens. It will theoretically give citizens higher security in any contact with government bodies. Portugal’s mint and national printing office, Imprensa Nacional-Casa da Moeda (INCM), selected the company Gemal to make the cards. Gemal will also provide the secure operating system, the personalisation system and applications, the middleware and associated helpdesk services.
