Executive summary
Number of ATMs still growing
In terms of distribution the number of ATMs in the Netherlands continues to rise, particularly small ATMs that are located inside retail outlets. The Dutch still like to have cash on them and despite the efforts of banks and retailers they still like to withdraw cash from ATMs. To accommodate these consumers more and more banks are using ATMs situated in retail outlets rather than in the usual outdoor locations. It should be noted however, that although the number of ATMs is increasing, transaction value is actually declining as Dutch consumers move to cashless transactions like debit cards.
Debit cards dominate Dutch market
In the Netherlands, debit cards are the most widely accepted payment method. There are almost five times as many debit cards as there are cards with either a credit or a charge card function. All banks offer their customers debit cards and they have become a standard feature for all bank accounts. Even most credit cards, charge cards and storecards also come with a debit function. The number of debit cards in circulation reached a plateau during the latter years of the review period.
The Dutch slowly getting used to charge cards and credit cards
The use of both credit cards and charge cards are relatively low in the Netherlands. The reason is that the debit card facilities are the most advanced. The Dutch are also not very comfortable with using credit cards due to perceived risk and difficulty in managing spending. Despite the lack of trust in credit cards, the volume of credit cards in circulation increased considerably in 2006. There are two major reasons for this significant increase. First of all, more and more people are travelling abroad, and secondly, internet sales have increased significantly and in many cases credit cards are by far the most convenient method of payment.
High number of cards with pre-paid function that are rarely used
Compared to other European countries the use of pre-paid cards is reasonably high. Most Dutch consumers will have a card with a pre-paid function in their wallet as it is a more or less a standard feature on most debit cards. The use of this function is not as high as was predicted though. In a survey carried out towards the end of the review period by the Nederlandsche Bank (Dutch National Bank), respondents were asked what the main reasons for the disappointing growth of this particular card were. The research showed that certain characteristics of smart cards make consumers reluctant to use them. The lack of certainty about the balance on the card was one of the main reasons for the low popularity.
Storecards underdeveloped in the Netherlands
The concept of the storecard is relatively new in the Netherlands. In other countries, credit cards are very popular, but in the Netherlands debit cards are the dominant card. As a consequence the storecard is not very popular as people are not used to buying on the basis of credit. The popularity of the storecard is growing, although many retailers choose to go for a co-branding with a credit card company such as Visa. True storecards are also growing in the Netherlands as many retailers seek to collaborate with companies such as PrimeLine and Comfort Card.
Economic recovery an important factor in the development of financial cards
Recovery of the Dutch economy will of course have a major impact on the market for financial cards. A better economy means that there is room for increased spending with all types of cards and the overall number of transactions and value of transactions are likely to improve. The improved economic conditions might have different consequences for different types of financial cards. Increased spending power might be good news and bad news for charge cards and credit cards. It will also have a positive effect on debit card payments as people will spend more.
