Executive summary
No changes in packaging legislation
Although a bill on the environment and recycling (the National Packaging Law) has been around since 2005, as of mid-2008 it still had not been debated in the Congress. The bill was written with the participation of the government, industry representatives and NGOs, and focuses on reducing solid waste and toxins in the environment. According to industry experts, the National Packaging Law will need significantly more time to actually be put into practice, and at best may be debated in the Congress in the year 2009.
Investments in the packaging industry
In the period 2003-2007 packaging production saw a very strong increase, and production capacity is now reaching critical levels. According to the Argentine Packaging Institute (Instituto Argentino del Envase, or IAE), production capacity in plastic and paperboard containers reached 98%, in the glass industry 95% and in the metal industry 80%. Therefore, companies are investing in the expansion of their production capacity to meet the demand for packaging. For example, Rayén Curá will increase production capacity by 70% in 2008, and Vitopel SA is planning to invest ARS165 million in a new industrial plant.
PET bottle recycling plant to be constructed in 2008
At the end of 2008 the company Cabelma SA will start to construct a PET bottle recycling plant with a particular characteristic: the recycled products, such as new PET bottles, can be in contact with food or beverages without any risk of toxicity. This will be the first recycling plant with this attribute in South America, and the second in Latin America – there is one in México.
The technology for the plant will be acquired from Switzerland and Italy; both countries with a long tradition in recycling equipment.
Acquisitions in 2007
Foreign companies are considering Argentine companies as a major opportunity to expand and invest in the region. This is because packaging companies require the latest technology, machines are currently cheaper in dollar terms due to the favourable exchange rate, and there is at present a good economic environment in Argentina.
Consequently, in 2007 several companies were acquired in Argentina. Voridian Argentina SRL, one of the largest manufacturers of polyethylene terephthalate (PET), was acquired by ALFA SAB de CV, a Mexican company. Crown Packaging Argentina SA, a subsidiary of the US-based Crown Cork & Seal, was acquired by INESA, a leading Chilean packaging company.
Potential new players in glass and liquid cartons
There were two announcements in the packaging industry in 2007 and 2008. In liquid cartons, in 2007, the company SIG Combibloc SRL opened an office in the city of Buenos Aires, and at present, is seeking clients in the country. Although the company has no intention of investing in an industrial plant in Argentina, because it would import the packaging from Brazil, its presence implies the end of the Tetra Pak monopoly in the country.
According to the National Agency of Development of Investment (Agencia Nacional de Desarrollo de Inversiones), the world’s largest glass manufacturer, Owens-Illinois, will build an industrial plant in 2008. The firm will construct the plant in the Province of Mendoza to take advantage of the wine industry, which is driving strong demand for glass bottles.
