Executive summary
Increased consumption
Economic growth in Hungary accelerated in 2008, despite the decelerating European boom. Based on estimates from HCSO and Ecostat, Gross Domestic Product (GDP) increased by 2% in the first half of 2008. The rate of economic expansion was 1.9% compared with the same period in 2007, and exactly half of that achieved in 2006. This expansion favoured product consumption, and in turn stimulated demand for packaging materials in various formats. However, preference was usually given to products in attractive and/or convenient packaging which was also environmentally-friendly. Recyclable packaging is becoming more and more popular due to the growing attention paid to the environment.
Price remains a key factor
The rise in consumer prices slowed down gradually but unevenly after the 9% peak reached in spring 2007. In the first seven months of 2008 prices rose by 6.8% on average. Manufacturers tried to keep prices down to remain competitive and focus on maintaining the convenience of the product as Hungarians are mainly attracted by convenience.
Price remained a key factor in the declining use of packaging material and the innovations introduced into the packaging industry. Furthermore, Hungarian environmental legislation became stricter after joining the EU. This legislation forces manufacturers to reduce their packaging by making it obligatory to pay a fee on packaging, currently weight-based, and by prescribing a minimum recycling rate for packaging materials.
Environmental legislation debate
The development of costly production technology is not sufficient for manufacturers to remain competitive, especially in the packaging industry; they also have to pay special attention to environmental aspects. The 2004 modification of the 94/62/EK EU Guideline on Packaging and Wastage of Packaging came into force in January 2006. The aim of this modification was to stimulate a further reduction of packaging materials used by manufacturers, as well as the recycling of packaging waste.
In 2006, higher rates of used materials had to be collected selectively and recycled following the EU guidelines. As a consequence, demand for packaging materials which are easier to collect and recycle increased. In 2007, the European Commission demanded that Hungary remove taxes on packaging which tended to penalise foreign companies. The EU claimed that these taxes were often disguised as new measures to protect the environment, but in reality served to lessen the foreign competition. Hungary is now in the process of amending its legislation to avoid EU fines.
Increase in small households
At the end of June 2008, the gross financial assets of households amounted to HuF23.9 trillion; 6% more than a year earlier. Small households continued to increase in Hungary due to the decline in the birth rate. This demographic trend is likely to remain a dominant influence on packaging, increasing demand for smaller and single-portion pack sizes within the forecast period. However, some products with a longer shelf life are usually available in large volumes and offer a price advantage.
