Executive summary
The environment is a top priority
Environmental issues are a very high priority throughout the packaging industry in the Netherlands. Packaging companies are competing against each other to have the most eco-friendly products and win approval from customers and the government. The entire operation (production from raw materials to the finished product) has to be evaluated, from the point of the use of raw materials, production and transportation resources as well as the reusability and recyclability of the packaging. The argument as to why one company’s product is the most eco-friendly therefore became rather complex. However, manufacturers are under even more pressure to improve their environmental work, because of new legislation and increased consumer awareness. It is an expensive process, improving products to be more eco-friendly, but it is necessary. The manufacturers are afraid though that a reduction of packaging volumes might be the result of the pressure (as it becomes increasingly important to reduce waste).
Innovation missing potential behind ageing demographics
The packaging industry saw a degree of volume growth over the review period but at a slow pace owing to minor growth of the Dutch population and a certain movement towards smaller yet more numerous households. These social and demographic trends have resulted in both increased demand for end-use products and higher packaging sales. Yet, even though a large part of the population is considered to have a high purchasing power in the Netherlands, manufacturers are continuing to focus on the younger population. They strive to appeal primarily to younger consumers, but risk missing out on lucrative potential consumer segments by not targeting the expanding population of elderly people in the country. Instead of placing all the focus on young single-person households, it would be profitable to start manufacturing more products targeted at those over 60-years-old, for whom single-serve packaging formats hold great potential.
Rising oil prices threaten manufacturers
Although the oil prices are starting to stabilise in 2008, there is some expectation that they will fall slightly in the short-term. However, the prices for all raw materials have increased over the past few years, and the cost for oil is now very high and will most probably continue to rise. Oil is used as a component of materials like plastic which is strongly affected by the high costs, also for all other pack types through, for example, transportation costs.
Smaller manufacturers hit by global competition
Trading conditions have become more and more difficult for manufacturers even though the packaging industry has seen organic development in the Netherlands. Producers are having to deal with an increasing amount of legal, financial and social responsibilities, as a result of tougher environmental and safety legislation especially at an EU level. Lower cost countries, primarily China, are becoming stronger competitors in packaging production due to globalisation, lowering packaging sales prices. While bigger multinational producers have started to move their production to Latin American countries and China, the tougher competition has forced smaller Dutch players to close their facilities. Nevertheless, production of glass and metal has mostly remained on domestic ground, as the transportation of these materials becomes too costly (due to their weight, compared to for example, plastic). Although global competition will continue to determine retail prices, production will slowly move back to local sites, as the increasing oil prices will affect transportation costs significantly.
