Executive summary

Tobacco sees good value growth in 2008

Cigarette value growth continued to rise over 2008 thanks to increasing prices. The government’s policy of discouraging smoking through high taxation pushed prices upwards although volume growth continued to be high showing that price rises did not have much effect on curbing smoking over 2008.

Anti-tobacco initiatives increase

According to trade sources, tobacco is responsible for an increasing number of cancer cases in Algeria. This has prompted the government to implement various anti-smoking initiatives and public health programmes to highlight the dangers of smoking to the general public. The establishment of anti-tobacco legislation indicates that major steps are being taken in an attempt to combat the negative effects of tobacco consumption on health. However, various municipalities have proposed local legislation to control tobacco consumption due to the slow pace at which the central government has implemented the regulations.

Domestic players control tobacco in Algeria

Local player Société Nationale des Tabacs et Allumettes (SNTA) dominated sales of cigarettes and smokeless tobacco in Algeria in 2008. This can be attributed to the fact that the company offers higher-quality products across a wide distribution network and markets its products effectively. The company has also been able to gain consumer trust though offering cigarettes at affordable prices. The remaining companies operating in Algeria still charge very high prices for their tobacco products.

Traditional channels dominate

Newsagent-tobacconists/kiosks dominated the distribution of all tobacco products in 2008. The channel’s dominance is based on widespread availability and convenience. These outlets are accessible to most consumers in both urban and rural areas. The most recent figures (2006) stated that 4,419 tobacconists were directly served by agreements with SNTA. However, newsagents and tobacconists that do not have agreements with SNTA continued to sell tobacco products illegally.

Forecast market performance

Over the forecast period, tobacco is expected to see positive and dynamic volume growth, with the continued predominance of local operators expected to increase further. Mid tar and low tar cigarettes will drive volume growth fuelled by people seeking to reduce the tar content of the cigarettes they smoke. Smoking tobacco is also expected to see dynamic volume growth over the forecast period as shisha tobacco is expected to become increasingly fashionable.
