Cigarette Consumption Recovers
Cigarette consumption in Argentina showed an upward trend in 2006 as a consequence of a proliferation of economic offerings and a reduction of contraband, reversing two years of negative performance. The country is still considered the third largest market in Latin America and has one of the highest per capita consumption of cigarettes with Chile and Uruguay.
The Profile of the Smoking Population Shifts in the Last Few Years of the Review Period
During the 1990s, the majority of the smoking population was composed of individuals from the middle- and high-income segments. At the end of the review period, as a result of growing social consciousness, the majority of the smoking population was composed of low-income consumers, transforming the panorama.
National Government Seeking Stricter Regulation
For the first time in Argentine history, the government administration, especially its Health Minister, showed constant interest in passing stricter regulations regarding smoking. This was reflected in a new bill proposal with a complete set of tough measures including the forbidding of advertising, sponsoring, single cigarette sales, larger warning labels and the mandatory inclusion of smoke free working places, aimed towards reducing consumption especially among non-adult customers. This new attitude is a result of lower dependency on tobacco related taxes and the FCTC ratification.
Multinational Companies Recapture the Economy Segment
Massalin Particulares SA and Nobleza Piccardo SAIC y F owned respectively by Phillip Morris International Corp and British American Tobacco Plc are the main cigarette manufacturers in Argentina. Their combined participation was reduced during the latter part of the review period due to the appearance of small manufacturers that captured the economy segment. As a consequence, the leading manufacturers re-entered the economy segment via the launch of Next and Viceroy, reducing the small manufacturers' participation by the end of 2006.
Multinational Companies Agree With Fiscal Authorities to Increase Prices in Order to Augment Tax Collection
Both Massalin Particulares SA and Nobleza Piccardo SAIC y F renewed their tax agreement with the government in order to increase tax collection. They promised higher fiscal incomes through higher prices without increasing tax pressure on cigarettes. Through this agreement, companies expect to perform price hikes in 2007-2008 to accomplish fiscal targets.
