Executive summary

Growth rates decline with increasing health awareness

The volume growth of cigarette sales continued to decline in 2008. Increasing health awareness, fuelled by government- and NGO-led anti-smoking campaigns contributed to a declining smoking prevalence in the country and hence to declining growth. Nevertheless, with few accessible resources for smokers trying to quit and widespread social acceptance of male smoking, it will be another few years before actual retail sales figures decline, despite the declining volume growth rate.

Legislative framework remains weak despite new anti-tobacco laws

In 2008, the government passed a law that stipulated that a health warning should cover 50% of the surface of all cigarette packs. This new packaging regulation, coupled with government billboards bearing the same government warnings, demonstrated that the Cameroonian government was making strides towards fulfilling the regulations that accompany its ratification of the FCTC. Nevertheless, smoking is still permitted indoors and poor enforcement of non-smoking areas like educational and governmental institutions illustrate that plenty remains to be done. Poor enforcement of laws against illicit trade and contraband ensured that illicit trade sales rose slightly in 2008.

BAT continues to lead although SITABAC gains ground

BAT (British American Tobacco Cameroon SA) continued as the leading player in cigarettes in Cameroon due to the popularity of its brands, Lambert & Butler and Benson & Hedges. Even though the company ceased production in Cameroon in 2007, it did not have a detrimental effect on its overall market share. Société Industrielle des Tabacs du Cameroun (SITABAC) SA, the Cameroonian company that re-entered the market in 2007 with the launch of its new brand, Classic International, is quickly regaining its market share and is gradually re-introducing its older, more established brands such as Dallas and Masters. Classic International is likely to be the fastest growing brand over the course of the forecast period.

Street vendors remain the most popular distribution channel

Street vendors accounted for the largest percentage of cigarette volume sales in 2008 and remained the preferred retail outlet for smokers. This is largely because Cameroon is a stick market and street vendors are the most ubiquitous option for a single cigarette purchase. Newsagent-tobacconists/kiosks and independent small grocers were also popular distribution channels although these are unlikely to take over from street vendors.

Efforts to curb smoking will lead to declining cigarette sales by 2013

Cigarette sales are likely to decline over the forecast period because of campaigns undertaken by the government to publicise the ill effects of long-term tobacco use. Smoking prevalence is also set to decline, with a smaller percentage of new smokers emerging during the forecast period. Campaigns led by the WHO Tobacco-Free Youth programme and other local and international NGOs (non-governmental organisations) will target tobacco use among Cameroon’s youth in an effort to reduce or eliminate youth smoking. Nevertheless poor enforcement of anti-tobacco laws and inadequate resources for those trying to quit smoking will ensure that sales do not start to decline until 2010, at which point they will do so gradually.
