Executive summary
Volumes Spiral Downwards as Value Sales Stabilise
Tobacco volumes in Cameroon continued to decline in 2006, although the performance was comparatively better than in 2005. The downturn in volumes resulted from the combined effects of falling consumer purchasing power and increased taxation, as well as increased contraband activities and rising consumer awareness of the dangers of smoking. Industry sources reveal that tobacco volumes may continue to decline during 2007-2011, if the above considerations remain strong.
By contrast, value growth tended to stabilise in 2006. The robust value growth experienced in 2005 was largely attributable to inflationary pressures fuelled by both domestic and international factors. At the domestic level, the increase in taxation applied in 2005 sparked off inflationary tendencies that contributed to a rise in value sales. Meanwhile, at the international level, the negative spillover of higher international oil prices helped sustain domestic inflation at an unusually high level. Since 2006, the Cameroonian Government has taken measures to stabilise the general level of prices in the country, notably, the exclusion of certain basic commodities from VAT.
Declining Cigarettes Per Capita Volume Consumption
Since 2001, cigarettes per capita volume consumption has been on a steady decline. Per capita value figures have displayed a rather mixed picture. In 2006, cigarettes per capita value witnessed positive growth, whereas per capita volumes experienced a decline. Like the decline in total cigarettes volumes, the decline in per capita volume consumption resulted from declining consumer purchasing power combined with increasing health awareness of the dangers of tobacco consumption.
Illicit Trade Is Strong and Gaining Importance
In 2006, cigarettes contraband volumes in Cameroon were quite strong and continually gaining importance. Projections are that contraband may increase during the forecast period. Several factors explain the growth of contraband. Firstly, Cameroon's long and porous border is shared with the vibrant emerging economy of Nigeria, alongside five other Central African countries, two of which are land-locked and highly dependent on Cameroonian ports for access to the sea. Secondly, the high taxation rate in Cameroon has rendered contraband profitable. Thirdly, the persistence of customs fraud is an incentive for contraband to grow. Finally, the absence of a regulatory framework for the protection of intellectual property rights has increased the vulnerability of tobacco products to contraband activities.
Street Vendors Remains the Most Popular Distribution Channel
Throughout the review period, street vendors was the most popular distribution channel for tobacco products in Cameroon, accounting for nearly one third of volume sales. Due to the weak enforcement of legislation on tobacco consumption in the country, coupled with the high incidence of contraband, street vendors, which typically operate in the informal market, are well placed to capture a greater portion of the illicit trade and, eventually, most of the volume sales recorded.
