Executive summary
Steady demand for cigarettes
The Finnish cigarettes sector is declining, but only slowly. While volume sales saw a small decrease in 2007 rising prices led to modest current value growth. Low-tar cigarettes was the strongest performer in the cigarettes sector in 2007 in both volume and current value terms.
Dynamic cigars
Cigars and cigarillos were the strongest performers in 2007 in the overall tobacco market in volume terms. The sector has benefited from growing disposable incomes and an increasing interest in luxury products. As cigar smoking has a low base value and is seen as trendy, new smokers are keen on learning about the products and trying out new brands.
Varying performances in smoking tobacco
In the smoking tobacco sector traditional RYO tobacco is declining whilst pipe tobacco is experiencing modest growth as a niche, yet trendy product, with water pipe tobacco in particular finding new consumers. RYO tobacco smokers are switching to more practical cigarettes. This trend is expected to continue in the future as planned tax rises will hit the RYO category the hardest.
Price-conscious consumers
Philip Morris Finland Oy dominated the Finnish tobacco market in 2007. The company’s cigarette brand L&M continued to gain share in 2007. The second biggest tobacco company in Finland is Altadis Finland Oy, followed in third place by British American Tobacco (BAT) Nordic.
Finnish consumers are rather price-conscious, prefer mid-priced brands and are not too keen on spending extra on speciality products, such as carbon filters and extra slim cigarettes. The strict restrictions on advertising also hinder manufacturers’ ability to market these products to consumers.
With the expected rises in prices it is likely that the share of economy brands will grow over the next five years.
Changes in legislation
Smoking in bars and restaurants is now forbidden in Finland. This ban came into force in the summer of 2007. The effect on cigarette sales was small, but slightly bigger on the cigars sector.
Other changes to tobacco legislation are planned. Tax rises are planned for 2009 and 2010, cigarette packs of less than 20 sticks are to be banned, tobacco retail is to be dependent on a licence and cigarettes will need to be fireproof. Of all these measures, the tax increases are expected to have the biggest impact, and a further switch towards less expensive brands is forecast. The new limitations on pack sizes and fire proofing will affect all major manufacturers and thus the effect on market share will be small.
The smoking population is expected to continue to slowly decline. The Ministry of Health and Social Affairs is optimistic about the effects of programmes on reducing smoking, especially among young Finns.
