Executive summary
Increasing average consumption compensating declining prevalence of smoking

In 2006, the prevalence of smoking started to slowly decrease in Finland. In comparison with the previous year, the smoking rate declined by about one percentage point. The smoking rate decreased particularly among young females. At the time of writing this report, the Finns are one of the lowest consumers of tobacco in Europe.

The declining prevalence of smoking did not have a significant impact on tobacco volume sales in 2006. This was mainly attributable to the increasing average consumption of tobacco per smoker, which compensated the effect of decline in the rate of smoking.
Stagnating growth in cigarettes

The growth of Finnish cigarette value sales slowed down in 2006, mainly due to the declining prevalence of smoking in the country. The marginal volume growth of cigarettes was driven by the increasing average consumption per smoker, and the slow shift from RYO tobacco products to cigarettes. The current value growth of cigarettes exceeded the volume growth in 2006 in the Finnish market. The increasing average price of cigarettes was mainly attributable to the growing disposable incomes and the shift from economy brands towards mid-price segment products.

In 2006, the most dynamic category in cigarettes was low tar cigarettes. Growing popularity of low tar cigarette options may reflect changing tastes due to increasing health concerns.
Cigars continues on fast track

In Finland, the cigar consumption is closely related to the cycles of the national economy. In 2006, during the economic upswing, consumer purchasing power improved which positively impacted on cigar sales in the country. Additionally, cigars are increasingly trendy products in Finland – also within the younger population – which further boosted the sales of cigars. Together, these two trends made cigars the most dynamic category in the Finnish tobacco market in 2006.

The sales development of cigars is mainly driven by cigarillos. In 2006, cigarillos performed very well in the Finnish market. The growth of cigarillos was mainly driven by flavoured cigarillos, which have considerably increased in popularity during the last few years of the review period.
Philip Morris Finland dominates cigarettes

Philip Morris Finland Oy dominated Finnish tobacco market in 2006. Particularly, the company’s cigarette brand L&M outperformed and managed to considerably increase the company’s share. The other popular cigarette brands of Philip Morris Finland Oy are Marlboro and Belmont. The second biggest tobacco company in Finland is Altadis Finland Oy, which holds strongest positions in cigarillos and smoking tobacco. BAT Nordic third place in the Finnish tobacco market.
Smoking ban to hinder forecast period growth

Following the anti-smoking legislation brought to bear in Ireland, Sweden and some other EU countries, smoking in bars and restaurants will be forbidden in Finland from June 2007 onwards. The new Tobacco Act will allow special smoking rooms with separate ventilation systems. However, tobacco smoke cannot spread from the smoking booth to smoke-free areas. Drinking, eating and serving will be prohibited in the smoking booth.

The upcoming smoking ban is forecast to cut down the growth rates of the Finnish tobacco market over the forecast period. Particularly, the decreasing average consumption of cigarettes among occasional smokers is expected to influence the market growth over the forecast period. Additionally, the volume growth of cigars is expected to stagnate due to the new legislation.
