Executive summary
Cigarettes sector continues to perform well
The tobacco industry continued to grow in 2008 thanks to the high number of smokers in Iran. Nearly 31% of the adult population in Iran smoke. This makes Iran one of the most important tobacco markets in the Middle East. The main drivers of growth are the country’s booming young population and intensifying activities from global tobacco players.
Stronger enforcement of smoking ban in public areas
At the start of 2008 the Ministry of Health and Medical Education introduced a strict smoking ban in all public areas, including public buildings, hotels, restaurants, coffee shops and teahouses. Traditional Iranian water pipes (ghelioun) used in teahouses were also banned. The ban is monitored by ministry officials and the police, which have been instructed to give a warning to any establishment breaking the law and to temporarily or permanently close an establishment for a repeat offence.
Global companies play major role despite local player holding leadership
Iranian Tobacco Co leads the tobacco industry in Iran and controls all tobacco-related activities, but global players hold a significant market share. British American Tobacco and Japan Tobacco are the leading global players in Iran, with a combined volume share in cigarettes of around 31% in 2008, with Iranian Tobacco leading with a 37% share and the rest in the hands of other foreign players. Thanks to agreements between Iranian Tobacco Co and the global manufacturers, the latter have a better chance of growing their business in Iran as importation procedures have been eased. They are also using Iranian Tobacco Co for the domestic production of their own products.
New regulations attempt to limit street sales
In 2008, new regulations regarding tobacco distribution were reconsidered. Distribution was one of the most important issues discussed by the Ministry of Health and Medical Education. In this respect, street sales from kiosks and newsagents were completely prohibited, with distribution only through outlets with official permission from the ministry. However, this ruling has not been entirely effective as street sales are still prevalent.
WHO tobacco control programme grows in importance in Iran
Since Iran has signed up to the World Health Organisation’s tobacco control programme, the Iran Anti-Tobacco Association (IATA) has become more active in the country. The association’s major activities include placing billboards in cities stating the harmful effects of smoking on others. The association also uses television and radio for its campaign. The emphasis is on the family life of smokers and the dangers smoking poses to their children. In addition, the association has been very active in restricting smoking in public areas. Every year, it runs a number of initiatives for No Smoking Day to raise consumer awareness on the hazardous effects of smoking.
