Executive summary

Cigarettes still strongly performing

The tobacco industry has continued to grow in 2007, due to the high number of smokers in Iran. Above 27% of the total population are smokers, in 2007. This makes Iran one of the most important tobacco markets in the Middle East. The main driver of growth is the country’s booming young population and intensifying activities of the global market players.

Smoking ban in public areas becoming tighter

At the end of 2007, the Ministry of Health & Medical Education introduced a strict smoking ban in all public areas including public buildings, hotels, restaurants, coffee shops and teahouses. Traditional Iranian water pipes (ghalyoun) used in teahouses have also been banned. The ban is monitored by Ministry officials and the police, which have been instructed to give a warning to any establishment breaking the law and to temporarily close or permanently close an establishment for a repeat offence.

Global companies playing a major role

Iranian Tobacco Company leads the tobacco industry in Iran and all tobacco-related activities take place under its strict control, but global players hold a significant market share. British American Tobacco and Japan Tobacco are the leading global players in Iran, with a combined volume share of cigarette sales of around 46% in 2007, with Iranian Tobacco Company leading with 29% and the rest in the hands of other foreign players. With agreements between Iranian Tobacco Company and the global manufacturers, the latter have a better chance to grow their business in Iran as the import process has eased, whilst they are using also Iranian Tobacco Company for the domestic production of their own products.

New regulations limiting street sales

In 2007, the government has introduced new regulations regarding tobacco distribution. Distribution was one of the most important issues discussed by the Ministry of Health & Medical Education. In this respect, street sales from kiosks and newsagents should be completely stopped and distribution only through outlets with official permission from the Ministry. Since this ruling is not working entirely, street sales have not disappeared completely but the impact of this ruling is evident.

WHO-Tobacco Control Programme gains in importance in Iran

Since Iran has joined the WHO-Tobacco Control Programme, the Iran Anti-Tobacco Association (IATA) has become more active in the country. The association’s major activities are placing billboards in the cities stating the harmful effects of smoking on others. They also feature on TV and radio. The emphasis is on the family life of smokers and the dangers of smoking on their children. In addition, the association was very active in restricting smoking in public areas. Every year, it provides a number of programmes for anti-smoke day, which raise people’s awareness on the hazardous effects of smoking.
