Legislation of tobacco industry becoming stricter in line with EU directives
Legislation affecting the tobacco industry in Lithuania is becoming stricter every year. Over the last few years many restrictions have been implemented. Lithuania ratified the Framework Convention on Tobacco Control, banned cigarettes containing more than 10mg of tar and partially banned smoking in public eating places, such as café, bars and restaurants. This did not affect tobacco sales, but may do so in 2007, when a total ban on smoking in public foodservice outlets comes into force. The market size should shrink considerably by 2010, also because of an increase in cigarette excise duties starting in 2007. It is anticipated that smokers will not quit smoking, but will increasingly look to illicitly traded cigarettes.
Decline in number of well-educated male smokers
According to research from the Kaunas University of Medicine, there has been a decrease in the number of smokers among well-educated men, but female smoking is still increasing strongly. This will have a significant impact on slim and menthol cigarettes and drive the tobacco companies to focus on the female smoking segment. At the end of the review period there was a noticeable increase in sales of low and ultra-low tar cigarettes.
Strategy changes in the Lithuanian cigarettes sector
Illicit trade has declined significantly over the past few years. This has been closely related to new strategies from the tobacco companies which has included a shift towards the economy segment. Smaller players gained a large part of market share through launching cheap cigarette brands (which had previously been smuggled into the country) and reduced their prices. This was a logical way to reduce illicit trade and gain further market share. Some of the older, more established tobacco manufacturers also launched economy brands.
Imperial Tobacco Group increases its activities in Lithuania
The fourth largest tobacco company in the world, Imperial Tobacco Group, became more active in the Lithuanian cigarettes sector. After conquering much of Eastern Europe, the company started its activities in Lithuania by changing its distributor. Although its cigarette brands do not command a large sector share, it is expected that this situation will change in the future.
Consumer culture develops
While the economic situation in Lithuania is improving, consumer culture is further developing. This led to a strong increase in sales in the cigars and cigarillos sector. This was good news for sector players, but they will face problems once the total ban on smoking in foodservice outlets comes into force in 2007.
