Executive summary

Further growth in number of cigarette smokers expected

According to research conducted in the last three years by local health services, research agencies and international organisations (eg World Health Organisation, Centre for Economic Research), the number of smokers in Uzbekistan has been steadily increasing, regardless of their social status or financial condition. The increase is evident among young people in particular. The numbers are forecast to grow further, the main reasons being changes in people’s lifestyles and a weak legislative base in the battle against underage smoking. Another reason is that cigarettes in Uzbekistan are much more affordable than they are abroad. Therefore, analysts predict further growth in the social acceptance of smoking. This is particularly true with regard to female smokers, resulting in a negative impact on the birth rate and general health concerns.

Lack of strong legislative base in battle against smoking

Uzbekistan has a weak legislative framework with regard to anti-smoking measures. Uzbekistan did not subscribe to any regional tobacco control treaties during 2006. There is no specified legal age for smoking in Uzbekistan. None of the tobacco-specific laws specify an age limit, only referring to children or teenagers. The government and other health protection bodies do not appear seriously interested in adopting anti-tobacco measures. The government enjoys high levels of tax revenue and increasing investments from BAT’s Uzbekistan plant. In the near future no significant changes in legislation to try and restrict the prevalence of smoking are expected. Consequently, cigarette consumption will increase further. At the same time, BAT Uzbekistan is pushing the government of Uzbekistan for further preventive measures against other producers’ contraband sales. Contraband cigarette sales have been damaging the income projections of BAT Uzbekistan over the past few years.

Increase in variety of cigarette brands

Compared to the early years of independence when there was not a huge variety of cigarette brands, the situation in Uzbekistan today is totally different. As one of the world’s leading tobacco companies, British American Tobacco (BAT) has its own plant in Uzbekistan and in the past few years the supply of locally produced cigarettes has increased the quantity of cigarettes available on the market. This resulted in a decline of legal cigarette sales of other brands - the government of Uzbekistan provides privileges to BAT Uzbekistan; therefore, other legal brands have become expensive, thus inducing the development of contraband from abroad for much lower prices. The largest share of contraband cigarettes comes from Russia, Kazakhstan and South Korea.

Smokers switching from high and mid-tar to low and ultra-low tar cigarettes

Until recently, cigarette smokers mainly preferred high and mid-tar cigarettes to low and ultra-low tar ones. However, over the last few years a tendency to switch to cigarettes with a lower-tar content has been observed. Low and ultra-low tar cigarettes are more popular nowadays. Analysts believe this trend is a result of the increased awareness of smoking on health. Through the media people in Uzbekistan are becoming more educated as to the dangers posed by smoking, such as a greater risk of lung cancer and other respiratory illnesses. On the other hand, this kind of information is not available to the entire population. Moreover, non-government organisations, including United Nations programmes, are not efficient enough to raise awareness among smokers in Uzbekistan.

Cigars and other tobacco products

Cigars and other tobacco products are not particularly popular in Uzbekistan. This is explained by the cultural habits of the local population – Uzbek people have never become used to smoking cigars or cigarillos. However, there are limited supplies of cigars through contraband to satisfy small segments of tobacco and cigar smokers. Legal sales of cigars are only available through the duty-free shops in Tashkent city airport. A significant increase in the consumption of cigars is not expected in the next five years.
