Executive summary
Favourable conditions produce confident sales growth
The tobacco industry, which is limited to cigarettes, performed well in 2008. With more women starting to smoke and even more teenagers reaching the age at which they can buy cigarettes, the industry has the conditions conducive for development and growth. Moreover, the development of domestic production makes products more affordable to consumers while higher disposable income and improved living standards strengthened consumer purchasing power in 2008. These, and other favourable factors, produced sales growth in cigarettes in 2008.
Health concerns shift focus in product segmentation
The health trend strengthened in 2008. This has caused changes in consumer categories with youths, older smokers and women shifting towards different product types. This shift concerns tar, regular/slim and menthol/standard factors. Ongoing health concerns and new consumer references directly impact cigarette retail value sales.
Domestic production and new product launches add dynamism in 2008
Domestic production was especially active in 2008. Such activity was witnessed in terms of volume production and new product launches. British American Tobacco Uzbekistan (UZBAT) invested in heavy advertising campaigns, despite its monopoly of domestic production, which intensified brand competition. Each of the company’s products is marketed at a specific consumer category based on age, sex and income level. This aggressive strategy is expected to dramatically increase the sales shares of domestic products, at the expense of imports in the short-to-medium term.
Stricter government control through excise and advertising policies
The government regulation of tobacco changed significantly in Uzbekistan in 2008. These changes concern both administrative and economic measures. On the one hand, new excise taxes impacted consumer demand and the competitive landscape. The difference in excise rates for imports and domestic products has started to produce shifts in company positions. On the other hand, a new advertising policy and other regulations regarding retailing forced companies to revise their marketing strategies. These regulations concerned changes in the volume of health warnings required in advertisements. Moreover, stricter requirements were imposed on retailers.
Slower but positive sales growth expected over the forecast period
Cigarette sales are set to grow over the forecast period, although an economic downturn is expected to lead to slower growth rates compared to the review period. The economic climate and ongoing industry trends are expected to cause some shifts within cigarette categories. For example, lower tar categories are predicted to grow at the expense of high tar cigarettes. Ongoing trends are also creating favourable conditions for hitherto non-existent or undeveloped tobacco product types. The most important factor is consumer awareness, especially for cigars and cigarillos.
