Vietnamese Smoking Rate Is the Highest in the World

In Vietnam, smoking can make it easier for people to set up relationships, as well as making men appear manlier, more attractive and more experienced. In addition, more Vietnamese women are smoking because of their better status in society. As a result, Vietnam has the highest smoking rate in the world.

Government Introduces Higher Tax Rate on Cigarettes

The new tax rate applied for all cigarettes manufacturers in 2006 is resulting in losses for many domestic producers. As a result, the legitimate size of cigarettes is falling significantly. The government will continue with the higher tax rate during the forecast period, as part of its commitment to the Framework Convention on Tobacco Control (FCTC).

Illicit Trade of Cigarettes Is on the Rise

The illicit trade volume of cigarettes increased sharply in 2006. On the one hand, this is because of ineffective control and lack of enforcement at the border. On the other hand, it results from the increasing tax rate on cigarettes in Vietnam.

Stricter Regulations on Cigarettes

The government is committed to regulate cigarettes more, in order to be in line with FCTC principles. In addition to increasing the tax rate, it has introduced more detailed regulations on tar and nicotine content, cigarettes packaging, health warnings and advertising. However, implementation of regulations on public smoking and selling to minors has been ineffective.

Importing of Cigarettes and Cigars to Be Allowed from 2007

Importing of cigarettes and cigars in Vietnam was absolutely banned throughout the review period. However, joining the World Trade Organization (WTO) has made the Vietnamese Government remove this ban. From 2007, cigarettes and cigars produced abroad will be allowed to be imported to Vietnam. The state-owned Vietnam National Tobacco Corporation (Vinataba) has been assigned by the government to be the sole importer of these products. The new import duty for cigarettes and cigars is 150%.
