Executive summary

Lip service paid to anti-smoking legislation

The new anti-smoking law, passed in 2005, fell short of expectations and failed to ban smoking in restaurants and workplaces. The World Health Organisation’s global tobacco control treaty, the Framework Convention for Tobacco Control (FCTC) was still not ratified in 2006 and the lax enforcement of the restrictions on tobacco advertising attracted the direct threat of financial penalties from the EU Commissioner.

Growing taxation drives shift to economy products

The synchronisation of the country’s tobacco tax legislation with the EU’s requirements is scheduled for 2008. The first two stages of the proposed tax increases took place in 2004 and 2005, though tobacco manufacturers subsidised the price rises from their profits to remain competitive and to maintain their company and brand shares. In 2006, manufacturers resorted to stockpiling to postpone the impact of the new tax increase. Despite all efforts, there has been a significant shift in demand towards economy products since 2004.

Cigarette volume sales begin to slide

Cigarettes represent by far the most important tobacco product in the Czech Republic, accounting for the overwhelming majority of all tobacco volume sales in 2006. The resistance of Czech smokers to the combined effects of tax-related price rises, anti-smoking legislation and a major anti-smoking campaign finally cracked, leading in 2006 to the first recorded fall in volume sales of cigarettes since 2001. The most popular cigarette type and price band, mid tar, and mid-priced cigarettes, suffered most from these developments.

Cigars and smoking tobacco benefit from rising cigarette prices

Rising taxation and increased cigarette prices accelerated sales of cigars and smoking tobacco. While both cigars and smoking tobacco did not escape the new taxation regime altogether, these products were not hit as hard as cigarettes. In cigars, higher consumption brought a wider range of products and cheaper prices. In smoking tobacco, changes in custom duty rules in 2005 eliminated the illegal imports of ‘technical’ tobacco for human consumption.

Multinationals dominate cigarettes in the Czech Republic

Cigarettes is dominated by multinationals in the Czech Republic. Philip Morris CR as secured the leading position by buying the Czech tobacco monopoly company in the early 1990s. Its leading position was, however, increasingly threatened and eroded by rising taxation, cheap imports, and the shift towards economy products. Philip Morris’s main competitors include British American Tobacco CR sro, Imperial Tobacco CR sro, and Gallaher Czech Republic sro.
