Executive summary

National tourism development programme

The Ministry of Transport and Tourism in Belarus has developed the National Tourism Development Programme for 2008-2010 to support tourism growth in the country. Belarus plans to develop 287 new tourism routes, including tours for walking, cycling, horse riding, water sports, railways and automobiles. In the near future 19 hotels will be developed and 34 hotels reconstructed. During the 2008-2010 period Belarus tourism offices will be opened in Berlin, Warsaw, Vilnius, Rome, London and Paris. Six tourist information centres will be opened in Mira, Nesvizh, Novogrudka and other towns and 24 information booths will be established in each oblast (4 in each oblast).

Investment climate developing in Belarus

According to Belarus national statistics foreign direct investment (FDI) in the country grew by 16% in 2006, to reach US$351 million. This is a fraction of the FDI attracted by neighbouring Russia or Ukraine, which shows the difficulty foreign investors have in working in Belarus. As of 1 January 2007, the European Bank for Reconstruction & Development (EBRD) had signed 10 investments in Belarus, totalling EUR203 million. This has helped to generate an additional EUR95 million from other sources. 48% of investments are in the private sector.

Belarus national parks become more popular

The number of tourists visiting Belarus’s national parks is growing. In 2006 the well-known National Park Belovezhskaya Puscha was visited by 188,000 people, which is 8,000 more than in 2005. In 2009 Belovezhskaya Puscha will be 600 years old. At present, the territory, including the Belarus and Polish sides, is 150,000 hectares in size, of which 62,500 hectares belong to Poland. The first international cycle route will open in Belarus in summer 2008. It will cover parts of Poland and Belarus and will be equipped with the necessary infrastructure and information signs. The route will be 500km long and pass through Belovezhskaya Pushcha across three administrative districts of Belarus.

Belavia introduces electronic airtickets

Belarusian national airline Belavia is introducing electronic air tickets for all of its international flights including services from Minsk to Berlin, Warsaw, Kiev, London, Paris, Prague, Rome, St. Petersburg, Tel-Aviv and Frankfurt. The transfer process from paper to electronic tickets has started in 2007. This was due to IATA plans to use only electronic tickets starting 1 June 2008. Electronic tickets are more convenient and take little time. Belarus carriers and travel agents are preparing for the change from paper to the electronic tickets.

Development of Belarus farmsteads

Holidays at Belarus farmsteads are growing in popularity among foreign and domestic tourists. The farmsteads are especially popular with Russians, given that the transportation route from Moscow or St. Petersburg to Belarus is quite convenient. One of the major challenges in the development of rural tourism is the lack of hotels in small towns and villages. The government of Belarus is looking for ways of attracting private sector interest to this sector. As such, revisions have been made to the Decree on “Measures on Agro ecotourism development in Belarus” to foster the development of farmsteads and rural tourism infrastructure. Belagroprombank has implemented a system of loans with preferential credit rates and payment terms for small and medium businesses in the rural tourism sector.
