Executive summary
Tourism receipts on the rise
Tourism has been developing in Bosnia-Herzegovina for a while now. For a country that is still developing and has only just reached the development levels from the pre-war area, tourism is one of the leading service industries. Ski resorts, health and wellness tourism, city breaks, religious pilgrimage and even a small length of Adriatic coast allow for a wide variety of different activities that support each other. Further potential is possible in historic attractions even from the Bosnian war as well as other historic times (Franz Ferdinand’s assassination in Sarajevo, the founding of Yugoslavia in Jajce), casinos and active holidays in a rugged and mountainous country. The potential is large and the industry has already started to exploit this.
Better neighbours but less domestic travel
One of the factors leading to the faster development of the industry is close connections to neighbouring countries. A lot of travelling is made by neighbouring ethnic Croatians and Serbians. Most of the outgoing tourists spend their holidays on the Adriatic coast of Croatia or Montenegro. Certain resorts in Bosnia-Herzegovina have also managed to increase their attraction to foreign visitors, mostly from close neighbouring countries (for example, Serbian and Slovenian skiers spending their winter holidays in ski resorts in Bosnia).
However, the neighbouring countries can also represent a source of the problems. Especially Serbia could stir up the ethnic Serbian population in Bosnia-Herzegovina if the solution for Kosovo would be unfavourable for them. And even 10 years after the war internal travel remains low with most of the ethnic populations spending their domestic holidays in their own territories.
Infrastructure development
The further development of Bosnia-Herzegovina will depend much on the infrastructure. Travel is very slow and difficult in the country which is mostly mountainous and lacks highways. Airports are not well connected with the outside world, partly also due to old infrastructure. But most importantly, much of the tourism accommodation, attractions and transportation are still badly managed and lacking investments. Many enterprises remain government owned, and the lack of private domestic and foreign investment is one of the most important factors hindering the faster development of tourism.
