Executive summary
The tourism lift-off in the making
Unlike other countries in the Balkans, Bosnia-Herzegovina has already started to benefit from increased tourism. The country has spectacular opportunities with its unique cultural and Muslim heritage, ski resorts that once hosted the Winter Olympics, and a pilgrimage site second only to Lourdes. Foreign tourists are beginning to notice these factors. Furthermore, they are starting to arrive in larger numbers, giving credit to the political system that has managed the country since the war. Visitors are expected to help boost the tourist industry and the economy as a whole. Even some strange business opportunities, such as the recent discovery of the first European pyramids in Visoko, are contributing to the industry.
Political decisions could still slow growth
However, there are signs that the political system in the country could change. This could be a costly mistake which could halt the growth in the tourist industry. Developments elsewhere in the region will influence events in Bosnia-Herzegovina, but domestic politicians can also contribute to both stability and instability – by confirming the EU stabilisation pact, they would push the country in the right direction, while some Serbian leaders talking of independence could reverse the trend.
Slow economic development brings its share of threats
Another problem is relatively low economic development and a dependency on foreign currency influx. Currently this depends on remittances from expatriates and foreign investments, but tourism could prove to be one of the factors helping to make Bosnia-Herzegovina’s balance of payments more stable. Conversely, large exchange rate corrections are not impossible. The story of the tourist industry in Bosnia-Herzegovina is closely linked to its political and economic situation. The main difference is that without change, this industry will continue to grow.
Large investments needed, particularly in transportation infrastructure
Political stability and general economic development are necessary to help continue the development of the tourist industry in the country. Large investments are also needed, however, particularly in transportation. These investments would benefit the country as a whole, not just the tourist industry, but it is difficult for Bosnia-Herzegovina to finance this alone. Private industries from accommodation to travel retail are showing signs of competition and growth, but transportation industries would benefit from more.
Outgoing tourism rising, domestic tourism is lags behind
While incoming foreign tourists from non-neighbouring countries are those that will help the industry in general to achieve stable and long-term growth, outgoing tourism is also important. Bosnians are used to travelling, especially in the summer, and the Adriatic coast is their natural refuge from the summer heat. Some other destinations might transfer them elsewhere, which would help travel retailers. On the other hand, domestic tourism is unlikely to grow much, as internal boundaries are too important even 10 years after the war.
