Executive summary

Ecotourism Dominates Dominica

Dominica has an abundance of natural resources. Covered by a dense tropical rainforest, it has vegetation unknown elsewhere in the West Indies. Dominica has an area of 290 sq m, plenty of rivers, waterfalls, boiling lakes and pristine coral reefs. Among its national parks is the Morne Trois Pitons, which is a World Heritage Site. The Morne Trois Pitons is rated by Skin Diver magazine as one of the top 10 places for diving in the world, and as one of the top five in the Caribbean for the quality of its reefs. As a result, Dominica was the first country in the world to be benchmarked by Green Globe 21(a global benchmarking and certification programme managed by Green Globe Asia Pacific) as an ecotourist destination.

Replacing the Banana Plantations

Dominica experienced economic recession during the review period. The economic recession was the result of the decline in banana production. Exports of bananas totalled less than US$5 million in 2003, down from US$38 million in 1988. The economic recovery was due to the improved performances in tourism and manufacturing at the end of the review period. Tourism is expected to contribute 11.1% of GDP in 2006 and the industry is expected to become more important as the government seeks to replace banana production. Tourism should account for approximately 30% of Dominica’s foreign exchange earnings in 2006, three times the amount contributed by bananas.

Limited Access to Dominica

Dominica’s rugged terrain has made airport construction extremely costly and difficult. As a consequence, neither of its two airports (Melville Hall Airport and Canefield Airport) is large enough to handle a jet, so there are no direct flights from the US. As a result, anyone who wants to travel to Dominica has to do so from another Caribbean country. In 2005, the majority of arrivals were from other Caribbean countries, the US and the UK. Dominica is to an extent dependent on visitors from the Caribbean who do not tend to stay as long nor spend as much as Americans or Europeans.

Cruise Passengers Offer the Potential for Growth

Carnival, Royal Caribbean International, Holland America, Princess Cruises and Cunard are some of the international cruise lines that dock in Dominica. The number of cruise passengers has grown much more rapidly than the number of tourists and by the end of the review period cruise passengers outnumbered tourist arrivals by approximately 5-to-1. If the government enacted a plan to encourage cruise passengers to stay one night or return to the island for a holiday, the number of arrivals would increase greatly.
