Positive prospects for the Mozambican tourism industry

The Mozambican government identifies the tourism industry as a key driver to the development and growth of the country’s economy. The prospects are positive as the government is aiming to make the country the most dynamic destination in Africa, stressing its vibrant culture and exotic natural resources. At first glance, it is perceived that to date, investments are levelling with these expectations, at least in travel accommodation; however, SME networks are nonexistent, business and residential infrastructures outside of resorts and hotel areas are poorly developed, road maintenance has been lapse and there is a shortage of qualified human resources for the industry. The transportation sector is in urgent need of restructuring, as air transport continues to be monopolised by a state-run company.

HIV/AIDS, malaria and cholera – major hindrances for tourism development

Despite its vast range of natural resources and beautiful tourism spots, Mozambique remains low ranked in the international tourism market as its attractions and cultural resources are characterised by a low level of development. Other major reasons are the high incidence of HIV/AIDS and malaria, and the lack of resources to fight these diseases, and outbursts of cholera. The country has not made enough progress to fight these diseases in 2007, especially HIV/AIDS, the prevalence of which is still high and a reversion in the figures is long overdue.

New tourism plan is key for development

A new approach is set to be launched, which aims to increase receipts and curb the disorganisation that characterises the Mozambican tourism sector. This new approach has two initiatives, the Arco Norte and the Ancora de Investimento em Turismo programme. The Arco Norte refers to the three Northern provinces that have the potential to generate US$1.1 billion per year and the Ancora de Investimento em Turismo that has the potential to create 1,300 job posts. The government has committed to concentrate efforts on these plans as well as on environmental strategies related to the referred areas.

Foreign investments boom in 2007

Tourism investments have increased massively in recent years. In 2006 investments exceeded MZM604 million (up from MZM83 million in 2005) while in 2007 it was registered an increase of 700% of foreign direct investment, with around 60% of it being American. This certainly indicates stronger economic growth and increases the confidence of foreign investors in the various industries, including tourism.

Investments set to grow further in the foreact period

Mozambique is attracting foreign investors’ interests in the area of construction and services, agro-processing, tourism, agriculture and energy. Given the increasing oil prices worldwide, which is affecting the Mozambican economy with increases in food prices, gas and energy, there is an urgency to find concrete solutions to alleviate the strain on the economy. The president Armando Guebuza has visited various countries in 2007, aiming to improve international relations and bilateral cooperation with key governments to increase foreign investments. Italian investors are scrutinising the possibilities in the areas of tourism, energy, bio-energy and agriculture. Brazilian investors are set to help improve the health sector and the bio-fuel industry. In 2008, the International Finance Corporation, the IFC, has signed an agreement with the Mozambican government for an investment programme aiming to develop the tourism sector. The IFC predicts that the programme will attract US$1 billion of investments, benefitting the Mozambican coast and will create around 25,000 jobs.
