Executive summary

Samoa Edges Ahead of New Calendonia

Travel and tourism in Samoa boomed since 2003, and particularly since 2005. As a result, the islands grew to exceed the visitor arrivals of New Calendonia. Samoa became the South Pacific’s third most popular tourist destination in 2007, behind French Polynesia and Fiji. The number of visitors topped 100,000 for the first time, in 2007.

Polynesian Blue provides a boost to tourism

Much of the growth was due to the launch of low cost carriers, Polynesian Blue. In addition to bringing Samoa under the marketing muscle of Virgin Blue, this made Samoa an accessible and affordable destination for the source markets of New Zealand and Australia. Whilst leisure tourists made a large contribution to growth, most of the increased traffic was due to growth in VFR, from Samoan expatriates in New Zealand and Australia, with the low airfares enabling them to visit home more frequently. This jump in visitation was only a sign of previously unsatisfied demand for cheap airfares to the island, and not necessarily a sign of a long-term trend.

Tourist development needs to take Faa Samoa into account

Faa Samoa, otherwise known as the Samoan way, governs Samoan life. A central part of this is the attitude of Samoans to land tenure, with the vast majority of land collectively owned. This has led to difficulties for developers in gaining title to land with the purpose of building resorts. It has resulted instead in most accommodation being skewed towards a budget accommodation option of collectively owned ‘beach fales.’ The Samoa government, therefore, has the unenviable task of facilitating the needs of increasing tourism with the traditions of Samoan life.

Samoa misses out on the South Pacific cruise boom

The boom in cruising that was embraced by the rest of the developed world also gripped the local source markets of Australia and New Zealand. With holidays progressively becoming shorter, however, these markets preferred to sail to islands closer to home, such as Fiji and New Caledonia. Although just slightly further away, Samoa was a fraction too far away to take advantage of the South Pacific cruise boom.

Trouble in Fiji is good for Samoa

The political uncertainty and sporadic military coups that typify media coverage about Fiji benefited Samoa. Samoa was increasingly perceived as an alternative island paradise whenever Fiji appeared too dangerous, with a military takeover in 2007 in Fiji coinciding with an increase in arrivals in Samoa. Whilst these events helped in the development of the necessary infrastructure on the islands, Samoa continues to need to establish a cohesive tourist proposition in order to maintain this growth into the forecast period.
