The entrepreneurial Pestana Group is the predominant private group operating in Sao Tomé e Príncipe’s tourism industry. With the inauguration of the five-star Pestana Sao Tomé Hotel in 2008, the group now exploits two hotels, one resort, and a luxury condominium development. The increased accommodation capacity due to the group’s investment was determinant to the tourism industry’s strong performance in 2008.
Re-establishment of a national airline, STP Airways
After two consecutive negative years in the air travel category, first the Air Sao Tomé accident in 2006 and subsequently the TAAG Air Angola expulsion from Europe in 2007 directly affecting inbound flows, 2008 was a turning point. Firstly, by May 2008, STP Airways started regional operations permitting regular flights between Sao Tomé Island with Príncipe Island and neighbouring African nations. Secondly, by September 2008, and in collaboration with EuroAtlantic Airlines, a weekly regular long haul flight was re-established between Sao Tomé and Lisbon, adding one more weekly flight to the existing one offered by TAP – Air Portugal. The tourism industry in Sao Tomé e Príncipe gained considerably from these additional flights.
Sao Tomé’s third government in two years promotes foreign direct investments
For two years, Sao Tomé e Príncipe lived amidst an unstable political climate forcing the government to be dissolved twice. The XIII Government was formed in June 2008 bringing some hope to the citizens with its political program outlining objectives, principles and priorities. One of the first steps taken was the approval in August of a new investment code fomenting foreign direct investments and increasing the competitiveness of the economy. As a result, there were many development opportunities springing up in all categories by foreign private investors. In the accommodation and entertainment categories, major investments are being made in the northern part of the island. For example, the Falcon Group is constructing while the Pestana Group plans to develop luxury residences, marina, golf course, conference centre and five-star hotel with health spa, all of which is expected to boost the tourism trade in the country.
Angola, a delicate business partner
By mid 2008, Sonangol, the Angolan oil company, had invested EUR2 million to open two fuel stations in Sao Tomé e Príncipe. By year end, the company had signed various important accords with the new Sao Tomé government including the important development of a service station worth EUR20 million for international vessels circulating in the regional. This co-operation with Angola could result in increased regional business tourism as well as larger funds to be invested in tourism development.
Strategic partnership with Brazil could prove extremely fruitful
Designated as a strategic partner, Brazil was visited by an official delegation headed by the Prime Minister in early 2009. Several important protocols were established with Brazilian authorities allowing the realisation of the much needed public projects such as a professional training centre and social housing. Additional protocols were established with Petrobras and ANF-Brasil, the national petrol agency. The diplomatic visit also paved the way for negotiations with the private sector of Sao Paolo State. The partnership with Brazil is expected to increase tourism from this country, also thanks to a planned direct flight connecting Sao Tomé to Sao Paolo.
