Executive summary

The Government Develops Tourism Policies

On 28 June 2006, the government announced its Social Tourism Plan, with the goal of increasing the number of domestic tourists. The government will work with public banks, travel agencies and tour operators to provide financing for low-income families to travel domestically. The government also signed agreements with Brazil and Argentina to promote tourist routes that span all three countries. The government has reached out to Italy and Venezuela to work on increasing tourism flows. In 2006, Uruguay also received Approved Destination Status from China.

Dependent on Argentina and Brazil

Argentines account for the majority of arrivals in Uruguay. As a result, incoming tourism is highly dependent on Argentina. Protests that blocked roads and bridges connecting Uruguay and Argentina had a significant impact on Argentine arrivals, which were down significantly in the first quarter of 2006, compared with the same period in 2005. However, Brazilian arrivals grew tremendously between 2003 and 2006. This is because the strong reai has made Uruguay a less expensive destination for travel than within Brazil.

Focusing on Ecotourism

Uruguay has started to pay more attention to the possibility of using its natural resources for ecotourism, but in a way that preserves them. The government recently passed a decree to protect biological diversity and natural resources in more than 20 natural spots that comprise over 300,000 hectares around the country. The office in charge of carrying out the new law will be the National System of Protected Areas and will include places such as Cabo Polonio in Rocha, which is an important destination for ecotourism in Uruguay.
