Executive summary

The importance of tourism in the Norwegian economy

Tourism is an important contributor to the Norwegian economy, accounting for a strong proportion of Norwegian GDP in 2008. The tourism industry created approximately 175,000 jobs in 2008, 7% of the Norway’s total labour force and it is expected to be one of the most dynamic industries in the short-to-medium term.

Stronger economy increases disposable income

The economic growth factors in Norway, following economic expansion, positively impacted disposable income, and more importantly, expenditure on leisure and travel. Domestic tourism expenditure continued to grow in 2007. However, outbound tourism is expected to register the strongest retail value growth in 2007. The strong Norwegian currency resulted in more Norwegians choosing to travel abroad and to spend more money.

Norwegian players still control the market

Norwegians have a lot of pride in their country and most of the biggest players in the travel and tourism industry are domestic companies. The leading Norwegian companies operate in the travel accommodation, cruise and air categories. In 2007, the main Norwegian players were: Choice Hotels Scandinavia ASA, Rica Hotels ASA, Thon Hotels AS, Norwegian Cruise Line Holding ASA (cruise); and SAS Group, Norwegian Air Shuttle AS and Sterling European KS (air). These domestic players performed well, fuelled by stronger investment, good economic conditions and the increased demand for travel services.

Climate challenge

Climate change is playing a significant role in terms of how consumers choose to spend their holidays. Higher temperatures may extend the summer season, and summer travel patterns could become more dominant in the medium-to-long term. Therefore the industry must adapt by offering tourists new travel alternatives. Transport contributes to global greenhouse gas emissions one of the main challenges for transport operators will be to offer more environmentally-friendly services. The implementation of climate taxes such as the new carbon dioxide (CO2) tax planned for 2008-2012 and the NOx environmental surcharge will affect the transportation industry by adding new costs, which will be transferred to the final consumer.

New tourism strategy

The travel and tourism industry in Norway still requires stronger investment in terms of infrastructure, services and promotion. Tourism is a global industry, which is growing at a very fast rate. Therefore, in 2007 the government devised a new national tourism strategy aimed at improving Norway’s competitiveness in the global tourism market. The government’s plan should enhance cooperation between different players and encourage a focus on new product development and it promotes Norway as a unique destination in terms of nature and cultural tourism. This strategy also aims to increase the number of inbound and domestic tourists by creating an improved travel and tourism infrastructure. The government has allocated NKr200 million to enhance the travel and tourism industry in Norway.
