Executive summary
Arrivals growth reduced to a single digit
Though arrivals saw an increase in 2006, this was reduced to a single digit from the double-digit growth of 2004 and 2005. Tourists from USA and South Korea account for 40% of total arrivals. The Department of Tourism (DOT) also pioneered growth in new source countries such as Russia and India. With the continuing growth in intra-regional travel and the projected increase in outbound travel from long-haul markets to the Asia Pacific region, arrivals in the Philippines are projected to reach 6.2 million by 2011.
Growth seen in new markets
Promotional efforts in new markets such as India and Russia are part of the new global strategy of the Department of Tourism. The success of the Department in its reformed global portfolio strategy has been reflected in the visitor numbers of 2006. The first week of 2006 welcomed the arrival of the biggest delegation of Russian tourists thus far. China, on the other hand, has become the Philippines’ fourth largest source country, a significant improvement from being 11th in 2004.
Domestic tourism remained vibrant
Owing to the fact that local tour packages and airline tickets have become more affordable during the review period, increasing numbers of Filipinos are travelling. According to the results of the 2005 household survey on Domestic Visitors conducted by the National Statistics Office and the Department of Tourism, 23.7 million Filipinos travelled within the country during the period between April and September in 2005. On average, each individual made two trips within the given period. This trend continued into 2006, with approximately a total of 33 million Filipinos, mostly aged 15 and above, travelling around the country. E-ticketing has also aided growth since domestic travellers can purchase airline tickets online without the need to queue in ticketing offices.
Low cost carriers contributed to arrivals and departures
The entry of ‘no frills, no extras, no food, just low fares’ airlines, namely low cost carriers into the Philippines contributed to the increase in tourist arrivals to the country. Flying for the first time from Philippine soil in 2005, Tiger Airways and AirAsia Berhad carried increasing numbers of tourists to neighbouring countries such as Malaysia and Singapore. Filipinos also took advantage of the more affordable fares offered by these airlines resulting in increased departures.
Travel accommodation category unable to keep up with tourism growth
The Department of Tourism was forced to adjust arrivals targets for 2006 due to certain factors, primarily capacity issues. The country does not have sufficient tourism-quality hotel rooms to accommodate the growing numbers of tourists. The Department of Tourism has endorsed a total of 44 accommodation projects amounting to Ps25.7 billion between 2003 and 2006. Hotel projects received the lion’s share, amounting to Ps18.6 billion. The completion of these projects will yield an additional 5,780 rooms for the travel accommodation category.
