Beer Producers Look to Diversify

Rexam Comes Under Investigation by FAS

Russian production companies owned by the world-renowned packaging producer Rexam are under investigation by FAS, Russia’s antimonopoly committee. After acquiring two Rostar plants in 2008, Rexam accounted for over a 90% share of metal beverage cans in Russia. Beer producers have initiated two cases against Rexam via FAS. The first of these relates to a 2006 agreement between Rexam and Pivovarennaya Kompaniya Baltika, which granted the latter exclusive rights to use 1 litre beverage cans produced by the former for its beer brands. The second case relates to preferential prices charged to certain clients by Rexam. Under an agreement with FAS relating to the acquisition of Rostar, Rexam is obliged to observe the principle of fair prices and to not raise prices by more than 15% by 2018. If Rexam is found to have engaged in anticompetitive practices, it is likely to be fined up to EUR2 million.

New Cigarette Packaging Legislation

The Russian government continued its antismoking efforts over the review period. In December 2009, a new technical regiment for tobacco products was accepted. The portion relating to cigarette packaging came into effect in June 2010. Under the new legislation, 30% of the surface area of cigarette packaging must be devoted to warnings about the health-related dangers of smoking. This development, along with the proposed introduction of graphic warnings of the effects of smoking and an increase in state excises relating to cigarettes, are likely to have a negative effect on demand for cigarettes in Russia. As a result, legal tobacco production is likely to see a decrease in Russia, over the forecast period.

Danone and Unimilk Merger

In the summer of 2010, Danone and Unimilk announced a merger of their dairy businesses. The merger agreement covers all types of dairy products in the territories of Russia, Belarus, Ukraine and Kazakhstan. The newly formed entity will be a leading player in dairy in Russia, with an approximate retail value sales share of 21% and turnover of EUR1.5 billion, according to company sources. Danone will control 57.5% of the new company, with Unimilk controlling the remaining 42.5% share. Danone is interested in developing strong positions in traditional dairy product categories, while Unimilk is oriented more towards the future development of highly marginal functional products. Prior to the merger, Danone was more developed in the European regions of Russia, while Unimilk had established production facilities and a logistics network in the eastern part of the country.

L’Oréal Invests In Production In Russia

In September 2010, L’Oréal opened a new plant dedicated to the production of hair care products, such as shampoo, conditioner and colorants, in Kaluga. Initially, the plant’s annual production volume will stand at some 120 million units, while from mid-2011 onwards it is expected that production volume will be doubled. The output of the new L’Oréal plant will be used to supply not only Russia, but also neighbouring CIS countries, including Ukraine. Experts predict that Alpla, an Austrian company with production facilities in Russia, will be chosen as the packaging supplier for the new plant. The new plant is likely to result in increased demand for rigid plastic packaging in beauty and personal care in Russia.

  • Plastic screw closures are benefiting from an increase in usage of PET bottles in beverages. The increased usage of PET in soft drinks, especially because companies that traditionally operate in beer production are entering this category, in addition to the expansion of PET in beer itself, led to increased demand for plastic screw closures. The situation will remain stable, because stricter government regulations in alcoholic drinks will lead to more large beer producers to turn to soft drinks production.

COMPETITIVE LANDSCAPE

  • In 2007 Tetra Pak ZAO signed a contract for the production of liquid carton closures in Russia with Europlast Association of Plants, a leading local manufacturer. Closures that were previously imported to Russia will now be produced locally. This move is part of Tetra Pak’s continuing efforts to provide customers with timely, cost-efficient innovative packaging solutions. By localising the production of closures Tetra Pak will simplify logistics significantly, reduce the lead time and better respond to its customers’ requests, in less time and with greater flexibility.

PROSPECTS

  • An increase in usage of PET bottles in beverages, including soft drinks such as bottled water, as well as beer, will lead to further increases in regular plastic screw closures over the forecast period. Different colours and prints will be used for plastic screw closures to help differentiate branded (and more expensive) beverages.

  • Flexible packaging is developing, because more products that were previously supplied to the retail channel as unpackaged are now being packaged. This is especially true for food applications, such as bread, hard cheese and chilled processed meat that is packaged by the producer, rather than the retailer.

  • A new production line for the packaging of instant coffee in flexible aluminium/plastic pouches with a zip-lock has been introduced in Mytischi (Moscow region). This development is contributing to an optimistic forecast for the development of pouches in instant coffee during the forecast period. The production capacities belong to Intercafe OOO, daughter company of German concern Deutsche Extrakt Kaffee, and these facilities will be used for such brands as Milagro, Ambassador Adora, Silver Label, Espero and Beautycaff.

Glass Packaging – Russia - Category Analysis

  • Glass packaging for alcoholic drinks is suffering due to the economic crisis, as major players in the category face bankruptcy. For example, large alcoholic drinks producer OST-Alko ZAO entered bankruptcy procedures in 2009. As a result of the bankruptcy, the alcohol production of OST Group was bought out by one of its biggest creditors – group Rial OOO from southern Russia (Kabardino-Balkarskiy region). Production and sales of OST-Alko are therefore expected to be unstable, influencing the overall spirits category. This situation will affect glass packaging for spirits, as OST Group has its own production facilities for glass.

COMPETITIVE LANDSCAPE

  • Ruscam OOO became the leading Russian producer of glass packaging after building and acquiring new production plants. The company is owned by the Turkish operator Anadolu Cam, which is a member of the Sisecam Group. Ruscam significantly improved its position in the Russian market after its new plant in Ufa city (in the Urals region) was put into operation and after the acquisition of a glass packaging plant in the St Petersburg region. Moreover, another new plant was constructed by Ruscam in the Krasnodar region and was scheduled to be operational in 2009. The new plant in Ufa city has a capacity of 700 million bottles per year. Construction was completed in 2007. The Kirishi glass plant (in the St Petersburg region), with a capacity of 650 million bottles, was acquired by Ruscam in 2008.

PROSPECTS

  • Foodservice is preparing ground for new pack sizes in alcoholic drinks in Russia. Some food chains, such as Mu-Mu in Moscow, are offering their clients wine in 250ml glass bottles along with table wine served in glasses holding 150ml portions. In addition, the increased level of travelling among middle-class Russians since the mid-2000s has seen them become accustomed to small bottles on board aircraft and in duty-free shops. Therefore, the future shift to the new consumption model for retail is already prepared in terms of the foodservice channel. In the longer term, the wider appearance of small glass bottles can be expected in the retail channel.

Liquid Cartons – Russia - Category Analysis

  • In grape wines, brick liquid cartons are increasingly popular. The fastest developing segment in still light grape wines is table wine positioned in the economy segment, with a price range of RUB60-80 (US$2-3) per litre. The most popular packaging in this category is brick liquid cartons. Private label products in still light grape wine, such as Auchan, are contributing to growth in brick liquid cartons within alcoholic drinks. However, many producers still use both glass bottles and brick liquid cartons. For example, in 2010 new economy wine Buket lyubvi from Klassika OOO has been introduced to market; both red wine and white wine were presented in brick liquid cartons and the traditional 700ml glass bottles.

COMPETITIVE LANDSCAPE

  • Tetra Pak ZAO is the leading producer of liquid cartons, holding a dominant share in Russia. Apart from Tetra Pak, other players in liquid cartons in Russia are the German company SIG Combibloc, the Russian company Lambumiz ZAO (located in the Moscow region) and the Norwegian company, Elopak ZAO. Whilst it is losing share to Tetra Pak in dairy packaging, SIG Combibloc has a relatively strong position in beverages, particularly in fruit/vegetable juice and RTD tea and ambient food. It holds a 24% share of local liquid carton volume sales. Elopak and Lambumiz each hold shares of 5%.

PROSPECTS

  • Brick liquid cartons for canned/preserved food are considered an interesting area of development in Russia. The pioneer company to present brick liquid cartons for canned/preserved vegetables was Russian distributor Agentstvo APEC OOO, which in 2009 announced the commencement of sales for Polish producer Pamapol (trademark Quidzin). The future prospects for this initiative are, however, uncertain. On one hand, the advantages of the new pack type in canned/preserved food, such as easier transportation, merchandising and lighter packaging are obvious. On the other hand, local producers are not ready to install production lines for canned/preserved vegetables in brick liquid cartons in Russia, as substantial marketing expense would be required to make conservative Russian consumers accept the new packaging.

Metal Packaging – Russia - Category Analysis

  • Usage of metal beverage cans in alcoholic drinks decreased because of the economic crisis that affected standard- and premium-segment beer consumption. A major decrease in beer sales affected retail sales of alcoholic drinks packaging, in particular metal as the most expensive pack type for beer. Glass packaging, being produced from local raw materials, appears to be a less expensive packaging solution than metal beverage cans. According to industry players, some beer manufacturers reduced their orders for metal beverage cans by 30%, concentrating on cutting costs and shifting to cheaper PET bottles.

COMPETITIVE LANDSCAPE

  • According to trade sources, 93-95% of metal beverage cans (aluminium) volume sales in Russia are accounted for by the Russian plants of Rexam Plc. In 2008 Rexam bought the Russian Rostar-Vsevolozhsk and Rostar-Dmitrov plants, thus acquiring 100% of Rostar’s assets, a company that was formerly part of Rusal (Russian Aluminium) Group, a major aluminium business in Russia.

PROSPECTS

  • The government is raising concern over the dangers of “lighter” alcoholic drinks for the population and has thus started to increase excise duty for beer. The same position is expected towards “light” alcoholic cocktails (RTD premixes according to the Euromonitor International classification), which are currently not affected by the excise increase. The immediate impact from the new legislation will be a price increase from the producers’ side and a switch to the consumption of cheaper products (meaning those in PET packaging) from the consumers’ side. It might provoke a further decrease in metal packaging volumes in alcoholic drinks, especially in beer, and see experiments with PET in alcoholic drinks broadened.

Paper-Based Containers – Russia - Category Analysis

  • Demand for paper-based containers continued to increase in Russia in 2009/2010 due to folding cartons’ strong performance in packaged food (mainly frozen/processed food, ready meals, confectionery and bakery products). Folding cartons are also increasingly used as secondary packaging for hot drinks and alcoholic drinks. Thus folding cartons are showing significant increases in these categories.

COMPETITIVE LANDSCAPE

  • Major Russian producers of folding cartons are international Alcan Packaging and Amcor Rentsch Novgorod, alongside local operators Gotek-Print and Group Poligrafoformleniye. International players lead in tobacco packaging since production of cigarette packaging requires high levels of investment, while local producers fulfil the demand for other packaging in food, beverages and non-food products.

  • Tobacco producers predict a gradual shrinking of the Russian cigarettes category. This will contribute to a gradual decrease in folding cartons, due to their importance in cigarette packaging. After putting into action new legislation for tobacco products, the Russian government showed its intentions to cut smoking rates in the country. However, in practice this may lead to a decrease in legal cigarettes production in the forecast period, with some sales of folding cartons shifting into black market production.

Rigid Plastic Packaging – Russia - Category Analysis

  • The PET bottles category dominates in soft drinks, both in retail and foodservice. It is the cheapest packaging for soft drinks (compared to glass and metal beverage cans). PET bottles are driven by national drinks’ (kvas) development and other carbonates in large bottles of 1,500-2,000ml. Another rapidly developing category in Russia is bottled water. The hot summer of 2010 is also an important factor behind the rising consumption of carbonates and bottled water.

  • Retal ZAO is the leading producer of PET bottles. It accounts for approximately 30% of the national production of PET preforms in Russia. All its plants benefit from having high-end equipment installed, allowing for the manufacture of higher-quality products. The major product of Retal is PET performs, used to manufacture plastic bottles for non-alcoholic drinks, bottled water, vegetable oil, sauces, beer and some non-food products. Retal is also an important Russian producer of plastic screw closures.

  • PET bottles in wine hold prospects for growth in Russia. In 2009, Ochakovo MPBK ZAO launched still white and still rosé wine in 3-litre PET bottles under the brand Bolshoy Zapas (Big Stock). It was a first experiment of a large brand owner with PET in wine, opening the way for other manufacturers. The new bottle has a convenient closure with a handle (like 5-litre still bottled water packaging), and is a cost-efficient option for parties and outdoor events.
