EXECUTIVE SUMMARY

PET ban may significantly alter the packaging industry

New legislation aimed at regulating packaging in the territory of the Customs Union – Russia, Belarus and Kazakhstan – contains a number of articles that may have a crucial impact. Technical Regulation on Packaging Safety which was signed in August 2011, bans glass returnables for alcohol drinks and baby food. Another Technical Regulation on Safe Alcohol banning PET packaging for beer, was proposed to come into force in July 2012. Both laws caused intensive debates between the industry representatives and Russian authorities and some results are already visible. A key concern is their potential impact on retail price.

Strengthening ecological trends in packaging in Russia

Recycling and the environmental impact of packaging are receiving unprecendented attention in Russia from packaging manufacturers, environmental organisations and consumers. Packaging manufacturers, in efforts to attract consumer attention, tend to implement new technologies in packaging production, the main element of which is minimising harmful effects for the environment.

Plastic pouches grow in popularity in various product categories

Plastic pouches demonstrated healthy growth during the review period and this format is expected to develop in new categories. The pack type became initially popular in food, but in 2011 demonstrated steady growth in beauty and personal care and home care, in dog and cat food, in dairy and even in wine. Plastic pouches, especially those with zip/lock closures, provide a convenient solution for consumers, while for manufacturers this type of packaging usually means cost reduction and a better pack for product marketing.

Metal is demonstrating stable growth in traditional and new categories

Metal is one of the packaging types strongly dependent on the performance of beverages categories. After a serious decline in 2009 metal cans in beverages as well as metal bottles demonstrated healthy growth, which can be explained by the post-recession recovery in beverages. Along with the development of metal packaging in beverages, metal packaging is expected to demonstrate stability in home care, pet food and personal care.

Glass is expected to grow in premium food and beverages

Glass packaging is expected to face changes in legislation, and as a result, the proportion of glass and other types of packaging may change in some product categories. Glass returnables will not be permitted for alcoholic drinks or baby food, in accordance with the prospective legislation. For these categories the result would be a reduction in share for glass packaging to be replaced by other packaging (such as metal cans in beer). However, glass is expected to benefit from the growing health awareness and increasing demand for premium quality in fruit/vegetable juice and bottled water – in these categories manufacturers tend to use original designs of glass bottles for premium lines. Premium products in beauty and personal care are also growing in popularity, with glass being a key means of differentiation.

  • Plastic screw closures demonstrated the highest growth rates in 2011, mainly due to a stable increase in usage of PET bottles in beverages. The soft drinks market is growing, besides, some beer manufacturers are expecting hard times due to tough new legislation and are branching out into soft drinks production, which also contributes to the market growth and increase in consumption of plastic screw closures.

Flexible Packaging In Russia - Category Analysis

  • Flexible packaging, being the biggest packaging category and widely popular in almost all product categories, has shown signs of stagnation in recent years. The low growth rate can be explained by the high level of saturation as only specific categories show healthy growth in flexible packaging – flexible packs are new for the categories like laundry care, dog and cat food and some food categories. Besides, more products that were previously supplied to the retail channel as unpackaged are now being packaged. This is especially true for food applications, such as bread, hard cheese and chilled processed meat, which is packaged by the producer, rather than the retailer.

COMPETITIVE LANDSCAPE

  • One of the largest local independent producers of flexible packaging is Poligrafoformleniye-Flexo OOO. In total production volumes in 2010, 70% of fits production was paper packaging. Up to 34% of packaging produced by Poligrafoformleniye-Flexo is for confectionery, 19% for tobacco and 13% for tea and coffee.

PROSPECTS

  • A new type of aseptic packaging for dairy products called Ecolean is expected to emerge in the product lines of manufacturers like Molvest, Unimilk, Lactis, Davlekanovo and some others. This type of packaging is easy to use, provides long and safe storage and costs less than any other packaging used for liquid dairy products. Ecolean weights less than 14g which is almost two times lighter than a standard liquid carton and 2.5 times lighter than HDPE bottles.

Glass Packaging In Russia - Category Analysis

  • Up to 82% of total glass packaging volumes sold in 2011 in Russia are generated by glass beverage bottles. The glass bottle production industry is highly consolidated, with the leading players producing more than 50% of the total volume of glass packaging. Glass bottles in beer demonstrated the highest decline rate in 2010 - 8%, and a further fall of 6% in 2011. These years were not very successful for beer sales due to growing popularity of beer in less expensive and bigger PET bottles. General negative trends in beer in recent years were mainly linked to the recession and restrictions in retail: Beer sales were banned between 23.00hrs and 08.00hrs. Besides, since 1 July 2011, TV and radio advertising for beer was also banned.

  • Glass packaging sales are returning to pre-recession rates; in 2010, market value reached Rub69 billion, with the shares of glass jars and glass bottles accounting for 14% and 86%, respectively. Glass packaging is mainly used in production of alcoholic drinks and beer in particular, accounting for 75% of volume. The glass packaging manufacturing industry is highly consolidated in Russia; market leaders produce more than 50% of the total volume. The main competitive trend in glass packaging is linked to growing popularity of PET packaging in the main glass categories: Beer and other alcoholic drinks. Glass packaging manufacturers tend to compete with PET producers more than with each other.   • Other non-cola carbonates is expected to demonstrate stable growth during the forecast period, which can be explained by the huge and still growing popularity of traditional Russian drinks, kvas, tarhun, baikal and duchesse, that have been popular in Russia since Soviet times. Experts predict that these soft drinks can potentially replace Coca-Cola and Pepsi-Cola which seriously suffer from their image of being unhealthy and even dangerous drinks. In terms of packaging, drinks like tarhun, baikal and duchesse are usually available in glass bottles as they were in Soviet times. Chernogolovka, Rodniki Kavkaza and other brands develop bottle designs for traditional Russian drinks.

Liquid Cartons In Russia - Category Analysis

  • In 2011 carton packaging demonstrated healthy growth in Russia and this type of packaging is expected to grow further during the forecast period. Soft drinks, fresh juices and nectars in particular, are mainly distributed in brick liquid carton packages and all these drinks demonstrate rapid growth due to increasing health awareness among Russian consumers. Local manufacturers of carton packaging cannot satisfy steadily growing demand which causes a reduction in exported packaging and growth of imports. The price of liquid carton packaging is steadily growing; increased by 30% in 2010. Such high growth can be mainly explained by rising prices of raw materials caused by the recent economic crisis. Some juice manufacturers switched to PET packaging along with growing consumption of glass bottles in the premium segment.

COMPETITIVE LANDSCAPE

  • Due to the growing demand for liquid cartons in Russia, the main trends were declining export flows and growing share of imported products. In 2011, import growth reached 7%. Russian manufacturers of liquid cartons were trying to satisfy the needs of local clients instead of selling their packaging abroad. Rapidly growing demand, along with increasing costs of raw materials influenced prices in the category: In 2010, the price of liquid cartons increased by 30%. This trend contributed to strengthening the leadership position of the major market players, including Tetra Pak, SIG Combibloc and Elopak and the launch of new small local players.

PROSPECTS

  • Liquid carton packaging demonstrated good growth in 2011, but is expected to slow down during the forecast period. Most baby food manufacturers prefer liquid cartons produced by Tetra Pak and Sig Combibloc. In recent years, almost all the major baby food manufacturers launched baby juice in aseptic liquid carton in 200ml and 125ml formats, including brands which were traditionally available in glass. The Spelenok brand was the first one to offer fruit and vegetable mash in 125ml liquid cartons which became very popular in the low-price segment. FrutoNyanya offers prepared (ready to eat) liquid porridge with prebiotics in liquid cartons by Tetra Pak which makes it possible to safely store it with or without a fridge.

Metal Packaging In Russia - Category Analysis

  • A ban on PET as a measure from the government to tackle alcohol consumption is one of the most burning issues under discussion today. The ban, which is expected to be implemented during 2013, refers to the beer industry. Up to 50% of beer volume is sold in PET bottles in Russia in 2011, which means that the ban will seriously change packaging trends in beer in the near future. The PET ban will cause an increase in glass bottles and metal cans consumption, which will necessarily raise retail prices. However, industry experts express serious doubts about the expected decline in beer consumption, as beer will remain the cheapest and most affordable alcoholic drink. Beer industry representatives joined forces to do all they could to prevent this ban. Authorities’ main argument in support of the ban is the unification of legislation for countries that have joined the customs union: Kazakhstan (PET ban in force already), Belarus and Russia.

COMPETITIVE LANDSCAPE

  • Rexam is the leader in metal can production in Russia. Rexam was the first manufacturer to launch metal cans in Russia in 1998. Rexam is part of international company, Rexam PLC (Great Britain). 70% of Rexam’s international sales value comes from aluminium beverage cans, while the remaining 30% is derived from plastic packaging. In Russia, Rexam is the main supplier of metal cans to manufacturers of beer, RTD tea, and functional drinks, accounting for 93% of total volume.

PROSPECTS

  • A draft of the legislation “About Spirits Turnover” is under discussion in Russian Parliament. A previous version contained regulations banning plastic packaging in the beer industry from 1 January 2013. For the metal packaging industry it would mean an increase in sales as beer manufacturers would have to look for alternatives to PET packaging, and metal cans have a crucial advantage over glass: Price. However beer manufacturers and industry associations made a protest against the draft and the latest version, which was released in Russian Parliament in June 2011, did not contain references to PET-packaged beer. However, beer manufacturing will still have to be licensed. Besides, alcoholic cocktails traditionally sold in metal cans, will only be available in 330ml size.

Paper-Based Containers In Russia - Category Analysis

  • Paper-based containers is one of the categories which suffered from the recession in recent years and demonstrated recovery in 2011. Paper-based packaging dominates in some categories, including tobacco and has significant share in packaged food. In both categories, paper-based containers demonstrated a positive trend but growth was insignificant which was especially obvious in tobacco, which showed high growth rates before recessional years. In food, folding cartons demonstrated good results due to the growing categories of frozen/processed food and ready meals. Folding cartons were also increasingly used as secondary packaging for hot drinks and alcoholic drinks.

COMPETITIVE LANDSCAPE

  • Amcor is the leader in paper-based containers in Russia. Amcor has a production plant in Nizhniy Novgorod as well as production facilities in Ukraine (Harkov) and Kazakhstan (Almaty). In June 2010 a new plant in St Petersburg was launched. It is forecast to produce around three billion packages per year. Alcan Packaging is another leader in this category. Both international players lead in tobacco packaging production.

PROSPECTS

  • A number of anti-tobacco measures are expected come into force during the forecast period. If today Russian anti-tobacco legislation requires special warning messages on packs, starting from 1 July 2012 tobacco manufacturers in Russia will be obliged to place warning pictures on packs. Similar rules are already in force in European countries, which demonstrates that they can be effective if accompanied with a number of restrictions, including a ban on smoking in public places, retailing restrictions and some others. Due to changes in tobacco legislation, cigarette packaging is losing its advantages as a marketing and advertising tool. Warning messages and pictures, which have to be on a pack according to current legislation, take up to 50% of a pack surface.

  • In order to reduce beer consumption in Russia, authorities plan to release new legislation in 2013 banning PET packaging in beer.
