However, the decreasing trajectory is expected to ease from 2025 to 2027, given the new normal in the category, with consumers either having switched to other products, quit, or adapted to the new tobacco-derived flavours.
On 1 November 2022, an excise tax was enforced on e-cigarettes: 36% excise tax on the manufacturing stage, and 11% excise tax on distribution. Affected by these added taxes, major e-vapour products have seen price increases ranging from 30-90%.
The government is expected to increase the crackdown on illegal single-use products, considering possible access to teenagers, typically in the form of “fruit cup” and “boba teacup”, which are often poorly made, creating a potential safety hazard. The regulator also placed restrictions on parcel delivery for e-vapour products – individuals are only allowed to ship one unit of e-vapour product per day, according to the latest regulation from the State Post Bureau of China, to further reduce the circulation of illicit products in the e-commerce channel.
