Tobacco consumers in Finland have used RYO tobacco to replace cigarettes due to lower unit prices. Indeed, the most price-sensitive consumers tend to purchase RYO tobacco instead of cigarettes, which has also normally meant that the more competitively priced RYO tobacco has seen the best success within smoking tobacco. Pipe tobacco has remained a niche category in Finland with a rather stable customer base.
