EXECUTIVE SUMMARY

Slow economy recovery

The economic recession reached its lowest point in 2009. An improved performance, particularly in the first half of 2010, could be seen in the majority of Russian economy sectors. However, heavy drought and fires in central regions moderated the general economy performance for 2010. For the same reasons, consumer confidence registered a decline in Q3 2010, which halted the growth in some industries. Consumer purchasing behaviour, in general, continued to be characterised by people looking to save on everyday products.

A decline in cigarette consumption

In 2010, cigarettes registered a second continuous year of decline in retail volume sales. The most significant impact of this downward trend is higher prices of cigarettes in 2010. Both internal and external factors caused price increases. The changing attitudes towards smoking among Russian governments have also impacted to situation. Nevertheless, in retail value terms, cigarettes benefited, as high prices boosted sales.

Stable competitive positions

The competitive environment in tobacco did not see significant change in 2010. The companies that were able to change or optimise their strategies in the economy and mid-priced segments benefited most from the prevailing economic situation. The further penetration of slims/superslims was a distinctive characteristic of new product developments. There were no mergers in 2010 that affected the positions of the major players. The leading tobacco companies maintained their positions although slight shifts in retail volume shares were recorded.

Cigars and smoking tobacco affected most by the economy

The performance of cigars and smoking tobacco appears to have a higher correlation with the economy than cigarettes. This is defined by cultural specifics and the positioning of products in premium segments. The high margins of distributors helped to keep prices stable despite higher taxes and high inflation. Sales of cigars and smoking tobacco responded immediately to economic improvements and showed moderate growth in line with the luxury segment. In 2010, cigars, cigarillos and smoking tobacco registered retail volume sales growth.

Limited growth potential for cigarettes in the forecast period

The forecast period is not expected to produce strong retail volume growth for cigarettes. Nonetheless, the predicted improved economic performance is likely to lead to a slight increase in retail volume sales of cigarettes. The economy is projected to grow slightly in 2011-2012, with faster growth in 2013-2015. However, the growth in retail volume sales of cigarettes will be limited by new regulations, which are likely to include a complete ban on advertising, a ban on smoking in public places and graphic health warnings on packaging before 2015. The growth outlook for smoking tobacco and cigars is expected to be more optimistic as the economy picks up.

  • The popularity cigars started to grow in the 1990s when people started to search for uniqueness, sophistication and newness. Nevertheless, the presence of cigars is not new in Russia. In the mid-1960s, the first Cuban cigars appeared on the shelves of several specialist Cuban cigar stores in Moscow. The broad range of Cuban cigars was dominated by brands such as: Belinda, Cabanas, Partagas, Montecristo and Romeo y Julieta. These products were available because of the close political relationship between Cuba and the Soviet Union.

However, fluctuation in growth can be expected if the economy takes longer than expected to recover. If new economic shocks occur before the Russian economy has completely recovered, a decrease in retail volume sales at or even faster than the 2009 level is predicted.

Smoking Tobacco in Russia - Category Analysis

  • Pipes were introduced to Russia together with tobacco from the US. However, this expensive tobacco product did not gain much traction in Russia. During Soviet times, smoking tobacco was a rather scarce commodity and Russians smoked mainly papirosy or cigarettes. Smoking tobacco started to gain acceptance in the 1990s, when it started to be imported in different varieties from Europe. Pipe tobacco is more popular than RYO tobacco. Both product types are expensive for most Russians and they are regarded as premium products. Unlike in some European countries, RYO tobacco is not regarded as a cheap alternative to cigarettes.

The prices of cigarettes will not reach those of smoking tobacco, as tax increases are planned for both types of tobacco. The perception of smoking tobacco as a premium product type will be upheld by retailers and distributors, as this allows them to create higher margins. Moreover, the cultural perception of smoking tobacco as a luxury is likely to be maintained.

Data validation

All data is subjected to an exhaustive review process, at country, regional and global levels.

The interpretation and review of sources and data inputs forms a central part of the collaboration between industry teams and country researchers. Numbers are delivered to regional and global offices with an audit trail of sources and calculations to allow for a thorough evaluation of data sense and integrity.

Upon completion of the country review phase, data is then reviewed on a comparative basis at regional and then at a global level. Comparative checks are carried out on per capita consumption and spending levels, growth rates, patterns of category and subcategory breakdowns and distribution of sales by channel. Top-down estimates are reviewed against bottom-up regional and global market and company sales totals.

Where marked differences are seen between proximate country markets or ones at similar developmental levels, supplementary research is conducted in the relevant countries to confirm and/or amend those findings. This process ensures international comparability across the database, that consistent category and subcategory definitions have been used and that all data has been correctly tested. We make sure that possible discrepancies between different published sources have been reconciled and that our interpretation of opinion and expectation from each country’s trade sources has been applied to form a coherent international pattern.
