EXECUTIVE SUMMARY

Continuous tourism growth, despite the global recession

In spite of the global recession, the growth in tourism in Angola has continued every year since the end of the civil war in 2002. This growth is due to two main factors: the ending of the war, bringing some much needed stability to the government, and the considerable economic wealth derived from oil and mineral deposits with the support of foreign investment.

Improved infrastructure attracts more tourists

Investments in infrastructure attracted considerable numbers of people, all of whom required accommodation and travel facilities. The government, in seeking to find alternative long-term revenue streams not dependent on foreign investors, has recognised the potential benefits from extending these facilities to appeal to a broader type visitor, namely tourists. Consequently, a US$1 million action plan, devised in 2008, aims to develop the infrastructure of tourism during the forecast period.

Improved ties with other countries boost incoming tourist numbers

The Ministry of Tourism has put in place a number of external initiatives to encourage tourism. These include: cooperative agreements with Namibia, (which has an excellent track record in developing its tourist industry); opening up new flight routes to other African countries; and developing closer ties with Brazil to facilitate the large numbers of people that emigrated to Brazil returning for family or cultural visits.

African Cup of Nations shines spotlight on Angola

The African Cup of Nations in January 2010 provides the Angolan government with a springboard to promote the country as a tourist haven, with its natural and beautiful resources and low cost attractions. However, it has also highlighted one of the key problems that still face the tourist industry, namely the threat to security and stability from terrorist-type actions by members of the separatist movement. The government will need to find solutions to this ongoing and divisive threat if its initiatives and efforts to develop tourism are not to be in vain.

Corruption continues to threaten tourism growth

Angola is still rated as one of Africa’s most corrupt countries and as such it has often struggled to attract inward investment for tourism infrastructure projects, with major companies being reluctant to operate in such an unpredictable environment. It also fills many incoming tourists with the fear that they may be confronted with corrupt officials, who they may not be comfortable dealing with.

  • The Angolan Ministry of Tourism identified a shortage of travel accommodation and car rental services in the country during 2008; it therefore decided to invest US$1 million in the development of these categories between 2009 and 2013. The investment will focus on improving standards and quality through a newly trained workforce, especially in the construction industry, leading to the building of more travel accommodation, including hotels. In 2009, 23 new hotels were registered in the country.

  • The number of arrivals is expected to grow by a 6% CAGR over the forecast period. The Ministry of Tourism’s investments are expected to generate encouraging results in the short-to-medium term. A boom is expected in 2010 mainly due to the Africa Cup of Nations in January. Arrivals from other African countries, such as Mozambique, Nigeria and Congo, Democratic Republic are among the key drivers of growth.
