Russia’s digital transition continues to be supported by various government and business initiatives, such as public investment, building a legal framework, technological innovation, providing faster and more stable internet access and making the internet accessible to more people. However, due in part to Russia’s large size and low population density, internet access is very uneven and internet access speeds are highly variable.
The launch of 5G networks in Russian cities with a population of more than one million is one of the goals of the government’s Digital Economy plan. It was initially hoped that 5G networks would be launched by 2022.
In February 2020, MTS announced a plan to invest around RUB2 billion in expanding broadband internet access. It intends to build infrastructure in 36 cities with a population of at least 50,000, focusing on those cities that currently have limited broadband coverage.
The government’s Affordable Internet project aims to provide free access to “socially significant domestic internet sources.” According to the initial plan, telecommunication operators were to stop collecting payments for access to state services portal, as well as other websites operated by the federal and regional authorities, in July 2020.
While 5G networks are currently unavailable, preparations for their launch are in progress. In 2019, all of the major telecom companies started to test 5G networks in various parts of the country.
