Inbound arrivals recorded 6% growth in terms of the number of trips in 2017, which was mainly the result of more-intensive activity on the part of airlines, especially low cost carriers, with passengers benefiting from an increasing number of routes. Investment from the authorities and leading players in historic monuments and the central areas of major cities transformed these into attractions for foreign tourists. This was reflected in the increasing number of arrivals from countries such as Israel, Germany, Italy, the UK and France, which accounted for the highest numbers of arrivals besides the neighbouring countries of Bulgaria, Moldova, Hungary and Ukraine. These neighbouring countries accounted for a combined 52% of total arrivals in 2017, but it can be said that that the majority of such trips are by those visiting friends and relatives, and for shopping and other short-term activities, and less for tourism with accommodation for longer periods of time.
The number of inbound trips is expected to grow at a CAGR of 4% over the forecast period, with similar growth set to occur at constant 2017 prices. The strategies of the Ministry of Tourism and the National Authority for Tourism are expected to provide intensive support to Romanian tourism, promoting destinations that are differentiated from those of competitors, such as medieval fortified cities and churches, the Danube Delta and rural tourism. The strategy for tourism and the master plan for the development of infrastructure are expected to contribute to growth of inbound arrivals over the forecast period.
