Taiwan has been undergoing dramatic demographic change due to the sustained low birth rate and an overall ageing population. Two key areas impacted by these trends have been health and education. The ageing of the population has resulted in increased demand in health and social care channels. At the same time, the educational market has been shrinking, thus resulting in a decline in the number of establishments, enrolments and employees in 2015/16.
Arrivals from China increased markedly year on year over the review period, with the time required for both new establishments and major renovations ensuring growth in official accommodation has lagged behind. However, a boost in official accommodation, as new and upgraded facilities came online, was recorded in 2015/2016. Growth has been strong to match demand right across Taiwan, particularly outside major cities, where there has been an acute shortage of supply.
Taiwan was confronted with a number of food scandals over the review period which resulted in a range of government measures, consumer apprehension and pressure from end-users. It is now very important for contract foodservice providers to regularly inspect food inputs and to have knowledge of where their food and other ingredients are sourced from. End-users are demanding greater transparency and providers do not wish to put their business in jeopardy due to one poor supplier, while contract foodservice providers must deal with these pressures within an environment characterised by stiff price competition.
Most institutional service providers compete within a highly competitive environment. In addition to low prices, there is also growing demand for a wider range of services, as well as greater specialisation. Demand for simplified outsourcing and single service providers favours facility management companies, which are well positioned to secure large projects that require large scale supply.
Taiwan’s new government has outlined a new policy focused on increased food safety and paid entitlements for low income workers. Regulatory change is expected over the 2016 to 2021 period, with tougher regulations and enforcement of food safety regulations set to result in rising compliance costs, which may force out smaller operators that struggle to comply with the changes. Labour costs are also expected to rise for those businesses which are heavily dependent on low income workers, such as contract cleaning and security providers.
