Organic packaged food, while remaining small in both retail value and volume terms compared to other categories in health and wellness packaged food, continued to record positive growth in 2020. Organic baby food continued to account for the majority of value and volume sales, where organic prepared baby food recorded the strongest value growth.
Federal Law No. 280-FZ “On Organic Products” entered force on 1 January 2020 and introduced stronger requirements around the labelling and certification of organic products.
Confusion continues to surround the difference between the designations “organic” and “environmentally friendly” in the minds of many Russian consumers. This has led to the state-level consideration of a separate measure aimed at regulating the production of environmentally friendly products, which typically face less stringent requirements than organic varieties.
Organic packaged food is expected to maintain low average retail value growth at constant 2020 prices throughout the forecast period. The niche area of organic olive oil offers the strongest growth prospects while organic sauces, dressings and condiments and organic milk formula are set to record negligible average value growth over the forecast period.
Organic products were gradually becoming more visible within store-based channels by the end of the review period. Stores have begun to allocate dedicated shelf space to organic packaged food in an effort to better attract consumers’ attention.
It is hoped that the development of both local production and imports will lead to the increased growth of organic products over the forecast period. At the same time, organic producers in Russia have called for government support and tax incentives to help in areas such as the costly certification process, construction and the purchase of new equipment, seeds and biofertilisers.
