Since 2015 all retail tissue categories have been adversely impacted by shortages in packaging materials such as plastic, inks, adhesives and carton boxes resulting from the limited and erratic allocation of foreign exchange. The fall in domestic production has led to significant shortages in basic categories such as toilet paper.
Toilet paper is one of the main products that consumers buy in Venezuela. They may consider other products to be unnecessary, but demand for toilet paper remains constant.
In Venezuela toilet paper is classified as follows: class A (premium or luxury), virgin pulp and paper that is very soft and white; class B (standard), with recycled fibre, white and soft; and Class C (economy), made from 100% recyclable material.
Paveca, offering the well-known Rosal Plus and Suave brands, led toilet paper sales in 2017. It also led in napkins (with Tipo ZZZ and Household Napkins) and in paper towels (with Don Toallín) in 2017.
Retail tissue brands are not always available in retail stores, and the scarcity of toilet paper in Venezuela has changed consumers’ behaviour; people currently have to wait in long queues at retail outlets to purchase four rolls of toilet paper, and must accept any brand. To try to solve the problem retailers have started to sell AFH tissue products because they are not under price regulation.
Rather than innovate over the forecast period players are expected to continue focusing on producing basic and high-penetration products, which tend to record stable performances in times of economic difficulty. The government will continue closely monitoring toilet paper.
