Smokeless tobacco was not historically prevalent in Azerbaijan and mainly used by people as a tobacco alternative with reduced health risks, whereas new vapour products boosted sales in the review period. During this time a growing number of retail outlets offered vapour products, replicating global vapour trends locally, and the structure of vapour products changed from closed in favour of open vaping systems.
During 2017, supermarkets continued to lead the distribution of vapour products, however it represented a limited number of products, mainly single use cig-a-likes. However, with rapid growth of designated outlets established by vapour producers and distributors, the sales share of non-grocery specialists increased significantly during the review period.
According to the current law, e-cigarettes are classified as tobacco products in Azerbaijan. Therefore, it is not allowed to vape in public places nor advertise these products through mass media channels.
During 2017, vapour products matured further, driven by growing number of distribution outlets and resellers. VIP Smoke MMC remained a key player, with a long history in Azerbaijan, and unlike other vapour businesses, it distributes products through tobacco specialists or internet selling, offering single use cig-a-likes through pharmacies/parapharmacies, supermarkets and other modern grocery retailers.
There were several new vapour product launches in 2017, claiming both premium and value for money benefits for users. These products, including e-liquids as well as open vaping system charging and vaporising devices, are remarkable for new flavours, more attractive design, convenient use and other benefits.
Local manufacture of vapour products remained negligible in 2017 and was mainly limited to processing and packaging of e-liquids with specific flavours, that appeal to local consumer tastes. So, in 2017, Eurovape MMC issued e-liquid Eurovape with organic aromatic additives, targeting higher-income consumer groups.
