Moist snuff, which primarily caters to men and women from low-income and rural backgrounds, is expected to see its consumer base reduced, as it and its consumption is generally increasingly considered old-fashioned by urban dwellers.
Vapour products suffered a variety of problems since its first introduction to Tunisia towards the beginning of the review period. Within vapour products, several brands continued to be sold via the black market, and are more easily sourced by consumers. Although black market sales remain outside the scope of this report, the vapour devices found during store checks were all non-duty paid products, being sold illegally.
