At the start of the review period, RYO tobacco saw fairly good retail volume growth, thanks to offering a more affordable alternative to cigarettes. However, the French government increased taxes on smoking tobacco in both 2013 and 2014, with this removing much of the price advantage enjoyed by these products. This resulted in retail volume decline for RYO tobacco in both 2014 and 2015, with the latter year seeing a drop of 4%. Pipe tobacco is meanwhile also seeing a sharp decline, due to an ageing consumer base, with many pipe smokers quitting due to health concerns and few new smokers emerging. As a result, overall sales of smoking tobacco declined by 5% in retail volume terms in 2015.
The competitive landscape in smoking tobacco is highly consolidated and similar to that of cigarettes, with the top five leading players being the same, albeit with differing rankings. JT International, Philip Morris, Seita Groupe Imperial Tobacco and Gallaher France together accounted for almost 97% retail volume share in 2015, with this indeed being stronger than their combined share in cigarettes. JT International is the leading player and accounted for almost 32% retail volume share in 2015, followed by Philip Morris with 27% share and Seita with 21%. These players benefit from offering well-known brands, including iconic cigarette brands such as JT's Camel and Philip Morris' Marlboro. They also benefit from wide and established distribution networks. The main distributor meanwhile remained Logista, which is a subsidiary of Imperial Tobacco.
