Having plunged by almost three quarters during 2020, inbound tourism arrivals will continue to fall in 2021. Although it will be significantly easier to travel internationally in 2021 than it was in 2020, many remain wary of visiting Russia because its rate of COVID-19 infections remains elevated.
While international tourism is down and borders with many international destinations closed, the government is focusing on supporting domestic tourism. To this end, the Tourism Cashback programme has been launched by The Federal Agency for Tourism (Rostourism) and NSPK AO, which operates Mir, the national payment system.
As restrictions on movement ease and the vaccination rate rises, inbound arrivals to Russia are expected to almost treble during 2022. However, growth will continue to be hampered by a lack of modern infrastructure and professional staff outside of the major cities.
Outbound travel will also recover at an accelerated pace during 2022 but it is not expected to exceed its pre-pandemic peak until 2024. Ongoing economic instability in Russia will be a significant factor in retarding the speed of recovery.
