Country Report

Executive Summary

Sep 2019
Growth seen in 2019, after struggles in the early review period

Tourism struggled in Mozambique at the beginning of the review period, amidst instability, kidnappings and clashes between local factions, as well as a resurgence of RENAMO (Mozambique National Resistance). However, the situation began to improve after a truce with RENAMO at the end of 2016, which improved both traveller and investor confidence in the country as a tourist destination.

Low but rising level of online sales and little investment by local players

Internet transaction value was far lower than offline transaction value in all travel categories in 2019. Most people prefer to book offline as they can receive advice, whilst internet penetration remains low in the country.

End to LAM’s monopoly on domestic flights and improved infrastructure

The effective monopoly on domestic routes that LAM once enjoyed has been ended. The authorities have liberalised the aviation market in Mozambique, with the Mozambique Civil Aviation Institute (IACM) authorising seven foreign companies and five Mozambican companies to fly domestic routes.

New experiences and combining business and leisure trips

When they travel, many younger tourists are looking for new experiences, “foodie” destinations and authentic immersion in their destination. They focus on the country’s heritage and want to understand the identity of the country they are visiting.

Higher growth in arrivals expected, but more needs to be done

The Mozambican economy is recovering thanks to foreign direct investment and high levels of public investment, addressing the huge infrastructure gap and supporting credit expansion to the private sector. However, high unemployment and low rates of labour utilisation mean that few Mozambicans are likely to be able to afford to travel.
