Nicotine volume sales in Pakistan declined in 2025 as continued contraction in cigarettes outweighed strong growth in alternative nicotine products. Despite lower volumes, value sales increased due to excise-driven price increases, while affordability pressures, declining smoking prevalence and evolving consumer preferences continued to reshape the market. Cigarettes remained the dominant nicotine format, but continued tax increases, inflation and growing awareness of smoking-related health risks placed pressure on legal consumption. Many consumers responded by reducing consumption intensity, downtrading to lower-priced products or considering alternative nicotine formats, reinforcing the gradual erosion of the traditional cigarette consumer base. Smokeless tobacco, e-vapour products and heated tobacco recorded the strongest growth, supported by rising interest in smoke-free nicotine alternatives among younger urban consumers of legal smoking age and those priced out of premium cigarettes. Improved access through specialist vape retailers, niche online stores and digital ordering channels further supported category development, while progress on the Electronic Nicotine Delivery Systems (ENDS) Bill signalled a more structured regulatory environment for these products. The market remained highly concentrated, led by Pakistan Tobacco Co Ltd and Philip Morris (Pakistan) Ltd. Capstan by Pall Mall maintained its leadership in cigarettes, while IQOS dominated heated tobacco, VELO led nicotine pouches and Phillies remained the leading cigar brand. Distribution patterns remained highly fragmented across categories, with cigarettes and traditional smokeless tobacco relying heavily on grocery retailers and food, drink and tobacco specialists, while alternative nicotine products were concentrated in specialist vape stores and digital channels. Looking ahead, growth is expected to become increasingly dependent on smoke-free nicotine products, regulatory compliance and companies’ ability to adapt portfolios to changing consumer preferences.
